Minimum required qualifications and experience:

  • A Masters’ degree in Gender studies, Sociology, Development studies or any other relevant field.
  • At least 20 years of experience in gender projects and/or legal background focusing on human rights, including a minimum of 5 years as a trainer
  • Experience in policy papers writing
  • Excellent communication and facilitation skills
  • Excellent writing and presentation skills
  • Professional working knowledge of English and Arabic is required
  • Excellent coordination and team work skills

Description of the tasks and deliverables:

The expert shall submit at the end a policy paper including a literature review, an overview of the current landscape of the topic chosen and will contain a set of policy recommendations

Objective: Design a policy paper that will focus on a specific topic issue chosen by the network.

Sub-objective: Training for network members.

Task: Deliver a full day training to CSOs of the HRN on how to write a policy paper and determining the needed elements and resources for this process.

The legal analyst shall deliver a full day workshop to CSOs of the HRN in order to train them on:

  • How to write a policy paper.
  • Identify key policy issues.
  • Ways to apply the best and most up-to-date research to help. understand these issues.
  • Provide recommendations on best practices to solve the social issue at hand through a developed policy proposal.

The suggested location is tentative and will be finalized by LAU after contract signature. The workshop is for six hours, to be conducted in Arabic. The expert shall send all the materials to IWSAW electronically after the training. The date of the workshop is to be determined after discussion with the CSOs who are members of the network depending on their availability

Objective: Design a policy paper that will focus on a specific topic issue chosen by the network.

Sub-objective: Drafting the content of the policy paper.

Task: The legal analyst will develop and draft the policy paper for the Human Rights Network, about the approved topic that will serve the pilot advocacy project. The policy paper shall be drafted by the legal analyst to be reviewed by the Human Rights Network CSOs and approved. It should incorporate a literature review, an overview of the current landscape of the topic chosen and will contain a set of policy recommendations.

The consultant should determine the number of days required to produce the policy paper in consultation with the network, not to exceed the set limit of ten. The expert shall submit a final paper in Arabic, MS Word format. The paper should be submitted after two weeks of organizing the training for CSOs.
