MAJOR RESPONSIBILITIES:

Ensure quality implementation of programs that span multiple geographical regions in Lebanon.

Programs that span multiple geographical regions in Lebanon are guided by sound developmental and HEA principles.

Ensure quality implementation on projects on multi-region programs (may include Bekaa and Akkar Beirut Mount Lebanon and the South).

Facilitate the exchange of knowledge and experience among different area programs under the same project.

Monitor the burn rates of the project in both areas and provide different solutions to spend the budget effectively.

Act as the budget holder for the project overall while following up on the area level budget holders.

Consolidate area reports and follow up with grants team and other WV departments as needed to ensure donor compliance.

Ensure the project activities are aligned with World Vision Lebanon’s strategy.

Contribute to the design and development of new projects under the same portfolio.

Coordinate with different support functions to ensure timely and quality implementation of the project activities.

Develop an overall implementation plan in coordination with the budget holders in the two areas of operation.

Track the project implementation in each of the areas and communicate the challenges with the Field Operations Director and the Program Officer.

Provide mentorship and guidance to the budget holders in each of two areas.

Analyze program risks and establish a risk matrix that would allow mitigation of project related risks.

Ensure that recommendations from audit reports and audit findings (relating to project operations) and projects evaluations are addressed and implementation plans developed for the recommendations of the reports are in place and accomplished to actively manage risks.

Handle External Engagement Activities

Strong relationship with stakeholders is built; partnering opportunities and sharing of resources are established and maintained

Represent World Vision Operations team in engagements with donors and other national level partners.

Actively pursue and develop internal and external networks consistent with the vision, mission, core values, and overall organizational objectives.

Actively engage in identifying new partners and donors while maintaining the current programming that World Vision operates in.

Build and maintain relationships with local authorities, community representatives, NGOs, donors and other stakeholders to ensure strong and effective working relationship, program’s sustainability, and to maximize the financial and technical resources and develop a synergy for effectively serving the community

Attend and participate in capacity building trainings locally and internationally.

Attend and participate in WVL’s spiritual nurture and other organizational events.

Responsible of own security and actively contribute to a positive security culture.

Abide by the security policies and procedures and report any incidents or breaches to line manager and / or security manager.

KNOWLEDGE, SKILLS AND ABILITIES:

  1. University degree in a field related to community development or social work (preferably in the field of sociology, social work, public health, agriculture/rural development, economics, etc.).
  2. Minimum of 2-3 years’ experience with international development and relief fields in a similar management role, preferably within NGO.
  3. Good written and oral English and Arabic communications skills.
  4. Excellent interpersonal skills, especially in a cross-cultural environment, and ability to analyze and solve problems, persuade, network and negotiate.
  5. Good understanding of managing grants.
  6. In-depth knowledge of project design, project management, and project implementation
  7. Strong cross-cultural sensitivity
  8. Experience in Project Cycle Management and report writing
  9. Excellent proven track record of donor relations with multiple donors.
  10. Strong planning and organizational skills and ability to prioritize.
  11. Computer literate in Microsoft Office, Lotus Notes or similar database, email and Internet.
  12. Excellent analytical skills
  13. Excellent organizational and time-management skills.
  14. Good understanding of the community Development concept and practices
  15. Have leadership abilities, especially as a facilitator of community development and human development processes.
  16. Ability to establish and maintain strong relationships with major NGOs, donors, and government agencies
  17. A full commitment to World Vision’s core values and humanitarian mandate.
  18. Adherence to World Vision Child Protection, Code of Conduct, and Conflict of Interest policies.
  19. Full adherence to security protocols
  20. This role involves monitoring and following up on project activities.
  21. 70% of the time in the field / 30% in the office.
