Description: 

Under the direct supervision of the Country Representative and in collaboration with
the Senior MEL Manager for the MENA region (based in London), this position is
responsible for the design, coordination, and implementation of the M&E
monitoring plan for the programme in Lebanon as well as the research and
learning framework of the project. He/she will ensure that qualitative and
quantitative evidence are timely and accurately gathered by the Project.

       WFD London MENA team

       WFD London MEL and Communications Departments

External:

       Consultants contracted to evaluations e.g. to conduct midterm and/or final evaluations and beneficiaries

       UK Embassy and WFD donors

 

This role is a Lebanese based role; therefore, applicants must be eligible to work in Lebanon.

 

Programme Monitoring and Evaluation:

  • Lead the implementation and ongoing development of best practice in programme design, monitoring and evaluation in Lebanon:
  • Develop/adapt tools to capture programme monitoring data in line with the programme’s Results Framework and Outcome Matrix
  • Lead the collection of programme monitoring data on project activities, outputs and anticipated results
  • Lead the uploading of collected data to the Evidence and Impact Hub (EIH), an in-house built monitoring system
  • Provide programme monitoring data for internal processes such as the quarterly Programme Performance Review
  • Collaborate with Programme Managers to ensure collection of WFD value for money indicators;
  • Provide informed guidance to staff in the Lebanon office on WFD’s monitoring and evaluation requirements, including reporting against Logframe indicators.
  • Engage WFD’s MEL Department and Technical Advisory Unit on integration of findings from context analysis into theories of change.
  • In collaboration with Programme Managers, lead the process of quarterly reviews to assess progress, reflect on learning, and ensure learning informs ongoing programme implementation
  • Support on developing the quarterly and annual external reports.
  • Lead on the development of learning products such as case studies and stories of change
  • Integrate findings from WFD and other research into advice to programme teams on programme design and adaptation
  • Share WFD's experience at different events focused on good practice in design, monitoring and evaluation

 

 

Person Specification

 The MEL manager is required to demonstrate the following competencies.

 

Essential

·       First degree or similar, in a relevant discipline.

·       3 years of management experience including report and case study writing.

·       Problem solving ability, excellent communicator, good numerical and report writing skills.

·       Able to develop and maintain effective relationships with internal and external stakeholders.

·       Experience of working in the parliamentary/democracy/governance sector/ political reform programmes

·       High level of proficiency in Windows office.

·       Excellent organisational skills and the ability to work in a changing environment

·       Helps colleagues to understand complex ideas and to make the links between their work and organizational strategy;

·       Understands and is committed to the organization’s mission, purpose and strategy

 

Desirable

·       Knowledge of UK and international funding institutions and donor agencies
