1. GENERAL

 

    1. INTRODUCTION

 

War Child Holland (WCH) is inviting eligible monitoring consulting firms and free-lance consultants to provide a proposal for the Monitoring and Evaluation services of an SJR5 - ZOA funded project.

 

1-2 BACKGROUND

 

WCH is currently implementing protection activities with 2 partners. The project is funded by the Dutch Relief Alliance and has a duration of one year. The implementation of the activities took off January 1 2019 and the activities will end December 31 2019. Two partners have provided psychological support in centers, schools, and camps for vulnerable internally displaced children and children belonging to the host communities. The psychological support consists of structured PSS sessions, awareness raising sessions, and Open Days. Both partners also provide psychological support to parents, consisting of structured awareness raising sessions.

 

  1. OBJECTIVES OF THE CONSULTANCY SERVICES

 

The primary purpose: Evaluation of all activities implemented by WCH’s partners

 

The specific objective of the final Evaluation will include:

    • Assess to what extent the program has achieved its stated expected results.
    • Assess the project relevance, efficiency, effectiveness, equity and sustainability of the program in the evolving context of protracted crisis areas.
    • Assess the status of the indicators set out in the design of the WCH program.
    • Provide concrete recommendations for intervention area components and processes for improvement and learning moving forward to the second phase of implementation.

 

  1. METHODOLOGY OF THE EVALUATION

WCH implemented the project with two partners:

The evaluation methods should be a quantitative and/or qualitative data collection with the beneficiaries of the SJR5 funded project with a minimum of 2 locations for each partner. The evaluation should be aligned with WCH guidelines and standards for ensuring good quality evaluation process. Data collection methods may include, interviewing key staff, and focus group discussions and/or survey.

 

The methodology of the final evaluation of project should include the following:

 

  • Interviews and /or FGDs and with children beneficiaries from the different communities where SJR5 funded program is implemented
  • Focus Group Discussions (FGDs) with caregivers from the different communities where SJR5 funded program is implemented
  • In-depth Interviews (IIs) with parents, teachers, facilitators, etc.

 

In the preparation of the final report, the consultant is requested to provide a report for the final evaluation. The consultant will provide as much as possible, accurate sources of information and conclusions. In fact, all findings and statements must be backed by existing data and/or data based on approved methodology for sampling, data collection, and analysis.

 

  1. RESPONSIBILITIES AND TASKS

 

The consultant is expected to perform the following tasks:

 

  • Develop the concept note and the action plan
  • Prepare the sampling methodology.
  • Prepare the tools for the field work
  • Complete quantitative and/ or qualitative data collection
  • Provide weekly feedback to WCH team
  • Present main findings of the evaluation to WCH team.

 

  1. DELIVERABLES FOR FINAL EVALUATION
  • Action plan & concept note
  • Validated and tested data collection tools
  • Annex for quantitative and /  or qualitative results 
  • Draft and final evaluation report.

 

  1. BUDGET AND SCHEDUEL OF PAYMENT

The Budget Daily rate of payment will be based on qualification and experience of the consultant. Maximum number of working days should be not more than 15 days.

  1. REQUIRED EXPERTISE/ QUALIFICATIONS

 

The Consultant shall have the following competencies and experiences:

 

  • Proven knowledge and experience in conducting large scale monitoring and evaluation
  • Proven knowledge in qualitative data management
  • Highly oriented with time management skills and ability to perform under constrained time schedules
  • Highly committed
  • Good understanding of WCH policies and processes
  • Good analytical thinking
  • Excellent spoken and written Arabic
  • Excellent written English skills
  • Given proof of previous related services.
  • Familiar with civil society and NGO engagement.

 

 

  1. Special requirements

Confidentiality in the discharge of the obligations is a requirement.

The consultant shall commence the consulting service upon the effective signature date of the contract no later than 25th of November.

 

All reports and communication shall be made in writing and shall be in English. The consultant will provide an electronic version of all required deliverables, no later than the deadline that will be agreed upon with WCH. The reporting will be completed based on WCH acceptable formats and templates.

 

  1. TIMELINE WITH DELIVERABLES

 

The Monitoring and Evaluation consultancy service should be finalized the 19th January 2020.

 

  1. EXPRESSION OF INTEREST (EOI)

Interested consultants must provide the following information indicating that they are qualified to perform the service:

  1. Expression of Interest cover letter explaining how experience meets desired qualifications;
  2.  General profile of the firm in addition to the curriculum vitae for the team members proposed having experience to contribute in this service;
  3. Minimum of two references with full contact address;
  4. Comprehensive proposal for the monitoring and evaluation of EC-funded program including clear methodology;
  5. Comprehensive financial quote for the consultancy charges.

The EOI document shall be written in English. All pages of the EOI document shall be signed and stamped by the consultant or by an authorized representative (holding proper power of attorney).
