Organizational Context:

This post is based in Beirut Country Office and the incumbent is to report to the Monitoring and Evaluation (M&E) Officer.

 

Job Purpose

To provide effective specialized support to the monitoring and evaluation team and technical analyses to programme activities that effectively meet the needs of the most vulnerable.

 

Accountabilities:

Under the supervision of the M&E Officer, the incumbent will perform the following tasks:

  • Provide technical support and assist in the development and implementation of various activities and processes within the specific area of work supporting alignment with wider programme policies and guidelines.
  • Provide specialized project management support to specific and/or defined programmes to ensure that the various activities are performed within the established targets following WFP’s policies and procedures.
  • Within the specific area of responsibility, prepare a range of data analysis, reports and presentations (e.g. food assistance needs, resource utilization, programme status, performance, food security and market analysis situation) and highlight trends/issues ensuring deliverables adhere to corporate standards and quality control.
  • Within the specific area of responsibility, compile data and support cleaning, storing, analysis and preparation of periodic M&E (and other) reports to support operational decision-making.
  • Provide support in monitoring and ensure accuracy and integrity of monitoring database, and initiate action to correct any data discrepancies and track changes.
  • Liaise with internal and external (e.g. partners, sectors, etc) counterparts to support effective collaboration, implementation and monitoring of ongoing project activities.
  • Coordinate and communicate with local partners, agencies, NGOs and government institutions to perform accurate food security analyses and to ensure efficient delivery of food assistance.
  • Support the capacity building of WFP staff, cooperating partners and national government within the specific technical areas.
  • Act as a point of contact for resolution of a range of operational queries and problems within a specific technical area of responsibility.
  • Arrange for regular meetings with community leaders and cooperating partners on commodity pipeline, distribution arrangements, food entitlements, food security situation and other relevant issues to support effective communication flow and efficient operations.
  • Oversee and/or review the work of other support staff, providing practical advice and guidance, to contribute to delivering objectives to agreed standards and deadlines.
  • Enhance the process monitoring systems, while exploring concrete tracking methods for decentralized levels (field). Consolidate the quantitative and qualitative process monitoring data with the Monitoring Assistants’ monthly narrative monitoring reports and elevate main issues to management on a monthly basis.
  • Ensure that required samples for the Monitoring Assistants’ plan are met and shared with FO and CO teams and are in compliance with agreed coverage for process monitoring, while incorporating gender and protection perspectives in all areas of work. Communicate and train Monitoring Assistants on appropriate methods, frequencies and implementation.
  • Follow up with field-offices to submit, upload timely process monitoring data with FO and CO team.
  • Provide technical support and assist in the development and implementation of various activities and processes within the specific area of work supporting alignment with wider programme policies and guidelines.
  • Conduct field visits in the related area maintaining the direct dialogue with beneficiaries and technical support and enhanced communication with field-based M&E/Programme staff. Prepare and submit field visit report including and programmatic recommendations and gender observations.
  • Suggest improvements to field monitoring processes and procedures for efficient implementation of the assistance programmes.
  • Report periodically to the Head on relevant events regarding food management, distribution, partner shops monitoring, food security situation and other related issues.
  • Perform other related duties as required.

 

Minimum Qualifications:    

 

Education: Secondary School Education. A bachelor’s degree in Economics, International Affairs, Statistics, Nutrition, Public Health, or other field relevant to international development or humanitarian studies is a plus.

 

Experience: At least Five (5) years of progressively responsible experience, including at least two (2) years in the field of monitoring and evaluations, statistics, economics, programme and policy, humanitarian assistance or any related field.

 

Language: Fluency in both oral and written communication in English and Arabic. Knowledge of French language is an added advantage.

 

Desired skills and knowledge: 

 

  • Able to interpret and analyze a variety of data and resolve discrepancies independently.
  • Ability to coordinate and facilitate communication with teams including ability to contribute to the effective implementation of programmes and policy discussions.
  • Experience in a variety of qualitative and quantitative data collection methods.
  • Ability to undertake statistical analysis using SPSS and/or SAS.
  • Very good experience utilizing computers including Microsoft Office specifically Microsoft Word, Excel and Power Point.
  • Knowledge of WFP activities and procedures are a plus.
  • Ability to maintain accurate and precise records, well organized, team player.
