WFP also supports Lebanese schools with school meals and has run over 300 development activities which include supporting rural infrastructure, as well as education and training opportunities for vulnerable individuals in families. Accountabilities:

 

Within delegated authority and under direct supervision of the Head of Cash Based Transfers (CBT), the programme assistant main accountabilities and responsibilities involve the following:

 

Partnerships:

  • Coordinate with Field Offices (FOs) and with Partnerships unit on the Field Level Agreements (FLAs) with WFP’s cooperating partners;
  • Draft technical inputs for the Call for Proposal, proposal review matrix, FLAs, including annexes and related addendums/amendments;
  • Assist in reviewing proposals and consolidating inputs from FOs;
  • Assist in preparing for the orientation sessions, in identifying capacity building requirements and in facilitating training sessions accordingly In collaboration with FOs and partnerships unit
  • Review key performance indicators (KPIs), liaise with Field offices on cooperating partners (CPs) evaluations and prepare CP evaluation meetings, provide inputs for recommendations and support the validation of final evaluation reports and letters;
  • Assist in communication and liaison with CPs when required.

 

Reporting:

  • Prepare unit’s inputs to any WFP and interagency reporting requirement (monthly, quarterly, yearly) such as COMET, Field Level Agreement (FLA) tracing, Invoice Tracking System, Activity info, etc.;
  • Work closely with team members on the generation of any other periodic narrative reports by following up with the relevant unit for the completion of the reports in timely manner.

 

Finance:

  • Coordinate with the Finance Unit to keep track and review all CP invoices, track the different lines within the committed budget and project expenditure over the FLA period;
  • Act as WINGS (corporate WFP system) focal point for the CBT unit, create Purchase Requisition (PR) and raise service entry sheets (SESs) monthly for CBT activities such as loading, validation and CBT related cost;

 

Budget:

  • Coordinate with the Budgeting and Programming Reporting unit on budget status monthly, on budget needed for new FLAs and simulate projection on budget requirements;
  • Assist in monitoring open CBT Purchase Orders (POs) and ensure closure upon completion of activities.

 

Unit Support

  • Assist in drafting/updating SOPs for each activity related to the CBT Unit;
  • Support in monitoring the processes are in line with the Standard OperatingProcedures (SOPs) in place;
  • Follow up on the outcomes of the CBT steering committee with the relevant stakeholders.
  • Assist in pre-screening applications for the selection of service providers;
  • Keep all records and documents up-to-date and archived in a safe place;
  • Attend meetings and draft the “minutes of meeting”; follow up on action points with colleagues to ensure the unit is reacting timely and respecting timelines;
  • Support and back up the CBT programme associate/Assistant whenever it is required;
  • Perform other related duties as required

 

Minimum Qualifications:   

Education: Completion of secondary school education. Bachelor’s degree in the field of Business Administration, Economics, International Affairs, Social Sciences, Development Studies, Management Information System (MIS) or other related fields is desirable.

Experience: At least five (5) years of relevant experience in, programme implementation, monitoring, reports development and/or performance assessment. Very good knowledge and experience in preparing reports and data visualization.

Language: Fluency in both oral and written communication in English and Arabic.

 

Additional Competencies: 

  • Experience in coordinating with external parties.
  • Hands-on experience in using Word, Excel, Powerpoint and Visio.
  • Knowledge of WFP activities and procedures in the country is an advantage.
