Under the overall supervision and guidance of the Director of UNRWA Affairs, Lebanon (DUA/L), the incumbent will oversee the reconstruction of Naher El-Bared Camp ( NBC) with responsibility of all aspects and activities in the coordination of all stakeholders involved in the reconstruction of Naher El-Bared Camp (NBC) with overall responsibility for facilitation of project works.

In accordance with the established Agency policy and procedures, the incumbent:

1- is responsible for the day-to-day coordination of key project stakeholders, including but not limited to: Lebanese Armed Forces (LAF). Lebanese Palestinian Dialogue Committee (LPDC), Directorate General of Antiquities (DGA), the High Relief Committee, Khatib & Alami (consultant for the government), ISF, Ministry of Environment, Ministry of Water and Energy, the NBC community at large, and UNRWA staff and contractors.

1.1. Works closely with FICIP / construction team to monitor any arising implementation challenges and works pro-actively with stakeholders to agree upon workable solutions.

1.2. Ensures regular engagement with the community, and in particular maintains regular contacts with Nahr El Bared and Beddawi Camp committees, to provide implementation updates and receive feedback. •

1.3. Meets regularly with external/government stakeholders to brief them on implementation and resolve challenges.

1.4. Assists in negotiations with third parties as/when required

1.5. Advises the Agency on legal, political or socio-economic developments which may impact the implementation of the project

2- In coordination with FICIP, evaluates and reviews all the project documentation with regard to progress, schedule, budget and organization; provides updates to the Project Implementation Plan regularly, and ensures that UNRWA rules and regulations as related to the project are applied.

2.1. Plans and manages the construction strategy in full coordination with ICID and Gaza design team and other authorities' requirements, produces tender documents, and engages in the technical evaluation process.

2.2. Manages consultants and contractors under the project to ensure that Agency norms and standards are adhered to, Including contact administration and management, claims, Variation orders, Extension of Times, interim and final payments certification, provisional and final acceptance; in addition oversees the progress of works to ensure compliance of contractors with the requirements and specifications.

2.3. Prepares risk management and business continuity plans;

2.4. Advises the Front Office and FICIP on the implementation of the project;

2.5 Provides guidance to the project in defining their human resources needs in support of project objectives.

3. Develops and maintains effective relationships with external project stakeholders including donors, other UN Agencies and NGOs for the advancement of the project. In particular: ·

3.1. Assists the Field Programme Support Office (FPSO) in the preparation of funding proposals required for submission to donors;

3.2. Facilitates visits by donor representatives and other external interlocutors to the Project area in coordination with the FPSO;

3.3. Maintains regular contacts with UN agencies, NGOs, academics, the business community and the media, in close coordination with the Public Information Office, for the advancement of the project;

3.4. Ensures effective project visibility from an Agency and donor perspective;

3.5. Liaises with the Field Security Officer regarding security matters.

4. Manages and prepares reports on project progress and achievements as well as best practices, evaluation and lessons learned;

4.1. Controls the Project's budget, expenditure and reporting for all NBC activities for DGA, contractors and consultants, highlighting to management funding issues, etc

5. Performs such other duties as may be required.
