UNIDO is looking for an Environmental and Social Management Plan (ESMP) expert for its project entitled “Private sector transition to a green and circular economy in Lebanon”.

The project is funded by EU and will be executed by UNIDO in collaboration with key national counterparts from the private and public sectors. Through the project, EU and UNIDO collaborate to strengthen private sector and support “Start-ups, Micro and Small Enterprises, including women-led enterprises, to develop sustainable, socially and gender responsible green and circular economy business models”.

For the green and circular economic transition of Lebanese industries, environmental and social management and its effective plan is one important element. In this context, an ESMP expert would be recruited to explore and prepare updates, baseline and targets, pertinent to the project in coordination with appropriate stakeholders in the country.

The position is located in Lebanon Field Office under the supervision of Project Manager at UNIDO- HQ in close collaboration with Industrial Resource Efficiency Division (EAE/ENV/IRE) of UNIDO Vienna and the Industrial Development Officer of the project based in Lebanon. The ESMP expert is expected to perform the following duties:

  1. Review relevant reports, guidelines and obtain recent updates available on Lebanon focused strengthening of environmental and social aspects of present project. Desk study will focus in relation to proposed project all the environment related present status, its risk and measures practiced in Lebanon as well as from other parts of the world. Similarly, desk study applies for social aspects in relation to present project on Greening industries in Lebanon
  2. Conduct a detailed ESMP analysis following the established national and international practices, particularly emphasizing issues at the present (before project starts), as a consequences of project execution (foresting) and long-term consequences in relation to the proposed project, Analysis focused to identifying the issues and gaps to list for further work on planning mitigation measures
  3. Develop the format for re-arranging the data or information obtained for analysis and synthesis to work out present status, challenges and identifying the possible options or roadmap for sustainable environmental and social management plan
  4. Assess and identify potential environmental and social impacts of the project with key measurable indicators
  5. Develop the base line data on social and environmental aspects relevant to project and indicate the key indicators for evaluation or reporting purposes
  6. Identify government agencies, NGOs, community-based organizations, and associations or groups whose work focuses on environment and social aspects relating to present project so that future collaboration and strengthening of ESMP could be planned effectively
  7. Based on data analysis, develop a plan of action that identifies opportunities and entry points for strengthening ESMP into the project. The plan of action for ESMP should mirror the project’s log frame and include the development of corresponding ESMP measures with present data, future targets and indicators, timelines, assigned responsibilities, and implementation arrangements. Identify and list the actionable pre-requisites and capacity building needs for the successful ESMP implementation
  8. Update the relevant related baseline, future target and important plan of action for ESMP in the project document and its execution purpose

Technical and Functional Experience

  • A minimum of five (5) years of relevant professional experience in environmental, socialand/or climate change for impacts evaluation, is required.
  • Experience with international standards and developing ESMP, is required.
  • Technical cooperation experiences at the in/national level in developing countries in the fieldof private sector led industrial transition to green and circular economy development is required.
  • Experience in projects development in Lebanon and/or in the region is desirable.
  • Experience in all phases of the Project Cycle, exposure to the needs, conditions and problemssolving in developing countries is desirable.

This appointment is limited to the specified project only and does not carry any expectation of renewal.
