Position: Monitoring and Evaluation Consultant   

 

Tahaddi is a Lebanese NGO established in 2008 whose aim is to respond to the challenges of urban poverty by facilitating access to education, health and psychosocial support. Tahaddi works in Hay el Gharbeh, Southern Beirut, with families facing extreme socioeconomic hardship. Tahaddi operates 3 community-based centers (focused on non-formal education, psychosocial support and health). In addition, it runs an income-generating sewing workshop. The Tahaddi team consists of over 70 staff members who work in partnership with over 1000 families to see positive change in the neighborhood of Hay el Gharbeh.

 

Tahaddi Lebanon is currently soliciting applications for a consultant to do the following two tasks:

 

  1. Evaluation of Tahaddi’s current M&E processes with recommendations for streamlining and improving systems in the coming 12-months. Currently, monitoring is done by center (health, education and psychosocial), each of which with a monitoring focal point and unique excel database.
  2. Completing the end-line program assessment and report for Tahaddi’s 12-month project funded by UNICEF and entitled “Enhancing preventive measures to support the control of COVID-19 in Southern Beirut (Hay el Gharbeh and surrounding areas)”. This includes analysis of qualitative survey results of approximately 150 individuals. In addition, the consultant will conduct 6 key informant interviews and 5 focus group discussions.  The survey, interviews and discussions will focus on the perceptions, attitudes and behaviors of inhabitants of Tahaddi’s catchment area in regards to the COVID-19 disease and the COVID-19 vaccine. The consultant will prepare a clear well-written analysis of both qualitative and quantitative results in the form of an end line report comparing current findings  with those described in the baseline report prepared in the fall of 2021. 

 

Application submission guidelines

The Consultant should submit a detailed proposal with the following components:

a) Technical proposal including the following:

  • Maximum of four pages outlining the Consultants’ understanding of the TOR and the proposed methodology to conduct the assignment, including techniques, tools and timeframe.
  • CV
  • Descriptive list of similar assignments mentioning assignment date, purpose and client name

b) Financial proposal detailing the following:

  • Itemized consultant’s fees and costs, specifically total required number of days and proposed daily rate
  • Proof of Ministry of Finance of Lebanon registration (Fiscal number)

In case the consultant cannot provide proof of MOF registration, 7.5% will be deducted from the proposed daily rate

Consultant Profile and Competencies

  • At least  5-10  years of relevant experience in monitoring and evaluation, preferably at a senior level
  • Demonstrable knowledge of tools and methodologies
  • Master’s degree in community development, planning or another relevant field
  • Team player with strong analytical skills
  • Motivated self-starter who enjoys working in a collaborative and fast-paced environment

Deadline for Submission is Friday, May 31.

Start Date: All data gathering and field visits will be conducted in June. Final reports to be submitted by Friday, July 8.
