Tafaol Summary

Tafaol Association, founded in 2018, is a non-profit organization advocating for the rights of refugees, stateless individuals, and marginalized populations. It has provided over 199,000 medical services to Syrian refugees and more than 90,000 to the host community, stateless individuals, and Palestine refugees. Through its HAQ Legal Center, Tafaol supports refugees with legal documentation and psycho-social assistance while also empowering over 2,000 youth through educational programs.

Tafaol Association is implementing a project to support PHCCs in affected areas, funded by France Expertise – Shabaki 2. We are seeking bids from qualified suppliers for the provision of Large Insulin Refrigerator enhance medical service delivery in underprivileged areas through support PHCC's.

Specifications for Large Insulin Refrigerator:

General Requirements:

1. Cooling System and Temperature Control:
Advanced cooling system that maintains a stable temperature between 2°C and 8°C.
Uniform air circulation system (Fan-cooled system) to ensure consistent temperature distribution.
Electronic temperature control with high-precision sensors to prevent fluctuations.
Temperature accuracy: ±0.5°C for reliable storage conditions.
Emergency backup system to maintain temperature stability in case of power failure.

2. Internal Design:
Storage capacity: 500 liters.
Adjustable shelves to accommodate different insulin packaging sizes.
non-reactive internal materials, such as stainless steel or medical-grade plastic.

3. Safety and Monitoring System:
External digital display showing real-time internal temperature with at least 0.1°C increments.
Audio and visual alarms to alert users in case of temperature deviations.

Battery backup for alarm and temperature recording system (minimum 8-hour runtime).
Lockable door to prevent unauthorized access.

4. Power Requirements:
Voltage: 220V/50 Hz.
Low energy consumption (100-200W) or energy-efficient design.
Compatible with backup power supply or generator.

5. Quality Standards and Certifications:
Compliant with WHO PQS (Performance, Quality & Safety) standards.
Certified under ISO 13485 for medical devices.
Meets GMP (Good Manufacturing Practice) standards for pharmaceutical storage.
CE or FDA certified for quality and safety.

3. Submission Requirements

Interested suppliers must submit the following:

• Company registration documents.
• Detailed financial quotation (including delivery).
• Product datasheet and compliance certificates.
• Passport copy of the company owner.

Quote Validity Period: Minimum 6 months from the last date specified for receipt of quotes.

Evaluation and Selection Criteria

Evaluation and Selection criteria will be divided as follows:

2. Company Official Documents (10%)

• Financial Evaluation – 40%

1. Cost-effectiveness of the proposal
