Mission of the position:

Under the leadership of the SOS Children’s Village Programme Director (CVPD), the Family Like Care Leader

  • leads planning, implementation, monitoring and evaluation of FLC services in the location in line with the organisation’s vision, mission, values, approved strategies, policies, guidelines and national legislation.
  • is responsible for caregivers, monitoring their performance and professional development, ensuring support from SOS aunts, family assistants, child/youth development co-workers and other specialists based on individual child development planning.
  • represents the SOS Children’s Villages programme in the field of FLC (alternative care) towards external stakeholders.

 

Key performance areas and main responsibilities:

Programme Management and Development

  • Participates actively in planning, implementation and development of SOS Children’s Village programme in accordance with SOS Children’s Villages Programme Policy and other standards, guidelines and support policy documents
  • Ensures, in case of need and according to the strategy, the development of new services 
  • Ensures delivery of reports on FLC activities to SOS Children’s Villages Programme Director, relevant National Office functions and local authorities
  • Conducts and coordinates regular meetings with caretakers in FLC services to discuss successes, challenges and developmental needs

 

Quality Management, Monitoring and Evaluation

  • Conducts monthly monitoring of individual cases of children and young people in SOS families and youth programmes, including semi-independent living programme
  • Ensures implementation of national and international standards in all FLC services
  • Acts as role model in ensuring child rights/child safeguarding and secures that these key values and principles are lived in the FLC services  
  • Implements recommendations of national and international audits, internal and external evaluation in the implementation of FLC services and projects
  • Ensures implementation of Quality Management system in SOS Children’s Villages programmes including monitoring and evaluation
  • Supervises the quality and progress of Individual Development Planning(IDP)/case management of each child/ young people

 

Human Resources Management and Development

  • Establishes a positive, healthy and safe working environment in accordance with mission, vision, values of the organisation
  • Manages routine personnel administration tasks
  • Ensures the effective implementation of the Human Resources Cycle in FLC services with the support of national Human Resources Manager/Human Resources Development for AC Advisor following national legal requirements and organisation’s.

 

Financial and Administrative Management

  • Implements financial and administrative procedures within the FLC unit in accordance with policies, guidelines and standards and in consultation with financial support staff
  • Supports CVPD during the budgeting process incl. ensuring a link between budgeting & IDPs
  • Monitors budget expenditures in the FLC unit to ensure that funds are properly used in line with the annual plan and budget
  • Continually looks for ways to provide quality services in a cost-effective manner

 

Networking, Partnership building and Advocacy

  • Supports the CVPD in partnership building and close cooperation with local government, external organisations, private individuals according to the objectives and needs of FLC services and programmes
  • Represents the organisation at relevant local networks, forums, campaigns, working groups and advocates on behalf of the organisation for the promotion of child rights, especially related to children and youth from the target group
  • Plans and organises activities in the community to increase awareness about SOS Children’s Villages programme and family based care field of work

 

Fund Development and Public Relations

  • Increases public awareness about the organisation/programme/family like care services and prepares programme unit information as required for public relations and fund development purposes  
  • Supports the CVPD and NO functions in identification of local funding sources, application for grants, other forms of local income such as donations in kind, government subsidies

Child Safeguarding (CS)

  • Responsible to raise awareness of the SOS Child Protection Policy principles and to prevent and protect children from all forms of abuse, abandonment, exploitation, violence and discrimination
  • Carries out CS risk assessment within his/her area of work and ensures that relevant actions are put in place to mitigate existing and possible CS risks
  • Responsible to report any CS suspicion, concern, allegation or incident immediately, following Child Safeguarding reporting procedures. CS reports should be made to the CS team at programme level and/or to the respective line manager
