PRESENTATION OF THE ORGANIZATION

 

SOLIDARITES INTERNATIONAL (SI) is an international humanitarian NGO which, for more than 40 years, has been providing assistance to populations affected by armed conflicts and natural disasters by meeting their vital needs for food, water and shelter. Particularly involved in the fight against diseases linked to unsafe water, the first cause of death in the world, SI's interventions provide expertise in the field of access to drinking water, sanitation and hygiene promotion, but also in the essential area of food security and livelihoods. Present in around twenty countries, SI's teams - 2000 people in total made up of expatriates, national staff, permanent staff at headquarters, and a few volunteers - work with professionalism and commitment while respecting cultures.

DESCRIPTION OF THE POSITION

General objective:

He/she will lead the design, mainstreaming and integration of protection programming across SI activities in Lebanon, with special focus on a coming ECHO-funded project in Southern Lebanon

He/she will be supporting the local teams through capacity building, training and coordination with protection actors on protection mainstreaming and integration.

The position would be based in Beirut required frequent visits to field bases (Saida, Zahle and Tripoli), with an estimated 60/40 ratio.

  • Maximize impact with limited team resources while maintaining high protection standards

 

Priorities for the 2/3 first months:

 

  • Work with SI teams and partners to create useful protection tools (guidelines, SOPs)
  • Help program teams build their protection skills and knowledge
  • Make sure the protection-shelter consortium project starts smoothly and has good coordination

 

Responsibilities and main activities:

Strategic orientations

  • Develop the protection strategy for SI Lebanon mission, with special attention to protection mainstreaming across other sectors of intervention and programs (FSL, Shelter/NFI, WaSH, DRR);
  • Ensure protection principles are mainstreamed in project proposals and promote an integrated approach whenever possible.
  • Carry out assessments of protection needs (either through ad-hoc tools or integration in existing surveys), identify problems/gaps and propose/prioritize timely practical actions to respond to protection problems.
  • Ensure a proper roll out of SI Protection Mainstreaming Framework.
  • Provides technical guidance on confidential and safe data collection, case identification and referral mechanisms in line with international guidelines.
  • Represent SI in Lebanon sector meetings.
  • Support the Field Coordinators and the DCD Programs in the activities and methodologies planning in terms of protection and identify which means and resources will be needed.
  • Participate in building methodologies and strengthen the program teams' technical capacities.

 

Relevance and quality of projects

  • Provide a technical and methodological support to field teams for the assessment, planning and implementation of the program.
  • Ensure that SI resources and tools are used correctly in the management of the project cycle.
  • Approve the quality criteria and performance indicators of the programs proposed by the program managers.
  • Propose the reorientation of activities according to changing context and indicators.
  • Conduct regular field visits to monitor project implementation and to support protection field teams. Pay special attention to piloting protection activities that require a strong supervision and coaching.
  • With the coordination team, take part in the monthly review of programs (budgetary, operational, logistical…)
  • Ensure Age, Gender and Diversity (AGD) approach to protection is consistently applied through community and rights base participatory methods.
  • Strengthen SI Child Safeguarding Policy and ensure compliance of staff to it.
  • Ensure that the protection program is implemented respecting SOLIDARITÉS INTERNATIONAL annual operational strategy, technical requirements, and donors’ requirements.
  • Ensure SI non-protection programs are following SI strategy on protection mainstreaming and effectively prevent, mitigate and address protection risks. Provide technical guidance to and build capacities of other programs to do so.

 

 

Capacity building, training and support of local teams on protection.

  • Participate in building methodologies and strengthen the program teams' technical capacities on protection, including on SI Protection Mainstreaming Framework;
  • Support field staff engaged with vulnerable groups to establish or maintain referral systems, and ensure that these systems are operational and monitored regularly ;
  • Support the MEAL team in promoting and implementing effective systematization and management of data related to protection to enhance monitoring, response and evaluation mechanisms ;
  • Provide technical guidance and support to SI on all protection related issues ensuring the areas of Sexual and Gender Based Violence (SGBV) and child protection are thoroughly understood by the teams;

 

Coordination with the Shelter-Protection Consortium:

  • Stay up-to-date with developments in humanitarian response in the area of operations, and keep an updated mapping and contact list of key stakeholders.
  • Develop in collaboration with SI field team the relevant tools to ensure highly protection sensitive shelter activities
  • Support the DCD-Programs in quality monitoring of the protection components within the Consortium
  • Coordinate closely with the Protection member of the consortium to ensure harmonization of protection activities and mainstreaming in the project

 

External representation and coordination:

  • Support the DCD Programs in Lebanon in ensuring effective coordination with UN agencies, LNGOs, INGOs, and other key stakeholders on protection issues and in the relevant protection forums
  • Coordinate with Protection actors to strengthen inter-sectorial coordination and referrals to SI activities

PROFILE NEEDED

Studies:

  • BA, master’s degree or equivalent in Human Rights or Development Studies or International Relations or (International) Law or Social Science 

Experience:

  • Minimum 3 years’ experience with NGO specialized in humanitarian assistance
  • Experience in similar position or leading Protection Programs
  • Significant experience in program design and implementation
  • Experience in capacity building and team coordination
  • Experience in developing key guidelines and deliverable and disseminating internally
  • Experience in representing an organization in strategic and operational meetings
  • Knowledge of the context in southern Lebanon an asset
  • Previous experience with Shelter protection an asset

 

Language:

  • Fluent English and Arabic: excellent speaking, reading, and writing skills

IT:

  • Computer literacy with very good command of MS Office Suite

Qualification / Technical skills:

  • Proven knowledge and understanding of protection issues, protection in humanitarian context, refugees’ protection response, social tensions, community-based programming.
  • Ability to make his/her work and deliverable accessible to non-technical colleagues
  • Excellent diplomacy and representation skills
  • Demonstrated strong cultural sensitivity and adaptability
  • Capacity to provide leadership and be a unifying force
