Project Manager - Beirut Office
The Rosa Luxemburg Stiftung (RLS) is a German political foundation affiliated with the German party "Die Linke" (the Left party). RLS is dedicated to political education and progressive social research. The RLS Regional Office in Beirut, established in May 2017, primarily supports projects in Lebanon and Iraq and engages with the critical Syrian diaspora in Germany. Additionally, RLS publishes reports on developments in Iran.
The Project Manager will play a key role in planning, implementing, and overseeing RLS projects in the region, in particular in the field of food sovereignty. This position requires strategic thinking, strong coordination skills, profound knowledge in monitoring and evaluation and the ability to manage partnerships and administrative responsibilities in alignment with RLS’s mission and guidelines.
Scope of work
1. Strategic Planning & Program Development:
- Contribute to shaping RLS’s strategic direction and thematic focus in the region.
- Assist in designing new programs, including budget planning, partner selection, and project conceptualization.
- Ensure alignment of projects with RLS’s overarching goals and priorities.
2. Project Implementation & Oversight
- Plan, execute, and monitor project activities in compliance with RLS and the German Federal Ministry for Economic regulations.
- Manage project timelines, deliverables, and reporting processes.
- Oversee budget allocations and financial tracking for project-related activities.
- Collaborate closely with the finance team to ensure smooth financial workflows.
- Continuously assess project performance, identify areas for enhancement, and implement innovative strategies to optimize impact.
- Facilitate and contribute to external evaluations and impact assessments of RLS initiatives, ensuring actionable insights for continuous improvement.
- Leading the development and implementation of a comprehensive monitoring and evaluation system for the office, ensuring its effective execution and continuous improvement.
3. Partner & Stakeholder Engagement
- Establish and maintain strong relationships with project partners, external stakeholders, and RLS headquarters.
- Conduct regular check-ins, site visits, and evaluations with partner organizations to ensure effective collaboration and project alignment.
- Represent RLS in meetings and forums to strengthen collaboration and visibility.
4. Events & Public Engagement
- Develop and manage conferences, workshops, and public events (both virtual and in-person).
- Act as a moderator or speaker at events when required.
- Coordinate the publication of research, reports, and other knowledge products.
5. Research & Political Analysis
- Supervise research projects and studies, ensuring high-quality outputs.
- Provide analysis on political and social developments relevant to RLS’s work in Lebanon.
6. Compliance & Administrative Responsibilities
- Ensure all procurement processes align with the German Federal Ministry for Economic Cooperation and Development and RLS regulations.
- Draft and manage service contracts and partnership agreements.
- Maintain systematic documentation of projects, expenses, and official records using RLS’s digital platforms (IPAS, ELO, etc.).
7. Internal Coordination & Team Support:
- Actively participate in team meetings and collaborate on organizational initiatives.
- Provide guidance and support to colleagues when needed.
- Supporting other colleagues during their absence.
Requirements:
- University Degree in Social Studies, Political Science, Development, Human Rights or any other related field.
- Proven experience of minimum 3-5 years in project management, ideally within an NGO or international organization.
- Strong understanding of political, social, and economic dynamics in Lebanon. Having further knowledge on Iran, Syria or Iraq is a benefit.
- Excellent organizational, analytical, and problem-solving skills.
- Ability to manage multiple tasks and deadlines effectively.
- Fluency in English and Arabic (spoken and written).
- Proficiency in budget planning and financial management.
- Experience in event organization and stakeholder engagement.
- Knowledge in Food Sovereignty.
- Profound knowledge in monitoring and evaluation.
- Alignment with the overall goals of RLS and leftist ideologies.
Vacancy Conditions:
- Type of contract: Local Lebanese consultancy contract until the end of 2025 with the possibility of extension based on performance.
- Working hours: Full time (40 hours/week)
- Location: Beirut.
- Starting date: 15 April 2025.
