Since 2017, Plan International Lebanon has been working in partnership with local, national and international organisations to strengthen capacities and address the needs of Lebanese and refugee children in Lebanon. With a focus on adolescent girls and young women, Plan International Lebanon implements projects in the sectors of Child Protection, Gender-Based Violence, Sexual and Reproductive Health and Rights, Education, Youth Economic Empowerment and Participation.

 

  1. ROLE PURPOSE

Plan International Lebanon is seeking an experienced Social Entrepreneurship Consultant with demonstrated knowledge and experience in Youth-led Entrepreneurship and MSMEs, Economic Empowerment, community led economic projects and livelihood projects for vulnerable young people. The consultant will provide technical support, focusing on entrepreneurship, adapting existing tools, developing programmatic guidelines, designing and delivering training package to MSMEs and youth.. Adding to that, he/she will provide direct technical support to Plan and partners staff on Social Entrepreneurship.

The aims is to strengthen the technical capacity of Plan Lebanon and its partners on Skills & Opportunities for Youth Employment and Entrepreneurship (SOYEE)

The Social Entrepreneurship Consultant will be based in Bekaa with frequent travel to the project location in Baalback; he/ she will provide technical assistance to project staff in Plan and partners, support the livelihoods program manager in assuring the quality of programming and lead the trainings for youth and MSMEs on specific components.

  1. Accountabilities

The Social Entrepreneurship Consultant will be responsible for:

  • Agreeing with Plan International’s Livelihoods Programme Manager on the timeline of the proposed work plan and approach to the consultancy, as well as the material development and the content and general outline of the trainings.
  • Support the development of strong M&E mechanisms, monitoring tools and efficient systems to ensure high quality implementation of the Social Entrepreneurship components.
  • Consult with Plan International's Livelihoods Programme Manager to provide technical inputs and support, programmatic guidelines, training material development, and other materials at agreed time on social enterprise and microfinance, including financial cooperative.
  • Development and delivery of a full training package on Social Entrepreneurship targeting youth and MSMEs, based on needs, gaps and priorities, including a training plan, PowerPoint presentation, Pre/Post Tests, Agenda, handouts, including exercises and tools, good practices and case studies and training evaluation.
  • Provide and facilitate technical sessions, coaching and mentoring to project’s staff and project partner.

 

  1. Deliverables of the consultancy:
  • Development of programmatic guidelines, including project process flow, profiling assessment, criteria selection, counsellors coaching guide and messages to be delivered, on social enterprise and microfinance, including financial cooperative
  • Solid monitoring mechanism to measure and monitor the improvement and impact of the key entrepreneurship interventions.
  • An entrepreneurship training will be delivered to youth and MSMEs to strengthen their basic business and project management skills with the overall objective of enabling low-income entrepreneurs to shift from marginal income generation to profitable business development. Additionally, the project will work with small businesses to be able to grow and expand their business.

  • Delivery of 75 training sessions divided between youth beneficiaries and MSMEs in Baalback area divided as per the below:
  • 10 business development sessions for MSMEs
  • 15 basic entrepreneurship sessions for 60-youths divided into 3 groups of 20 youths, totalling 45 sessions
  • 10 advanced business development sessions for the 40 youths divided into 2 groups of 20 youths, totalling 20 sessions
  • Participate in selecting the youth beneficiaries that will be assisted with a grant transfer.

*Trainings content must be adapted to the level of knowledge and experience of participants of the different trainings.

Consultancy Report: 

    • A brief cumulative summary of above outputs, including observations and recommendations and analysis of the pre and post-test results.

 

  1. Technical expertise, skills and knowledge

The desired qualifications, experience and skillset of the consultant(s) are: 

  • Minimum 7 years of progressively responsible professional experience in Youth Economic Empowerment sector. Additional demonstrated knowledge and experience in Social Entrepreneurship is an asset.
  • University degree in the field of Business, Social Sciences or another related field.
  • Strong knowledge on sub granting (micro granting) mechanism.
  • Experience in youth economic empowerment, livelihoods development in humanitarian or refugee settings, business set up and development.
  • Good facilitation skills and ability to deliver induction briefing/trainings.
  • Ability to communicate and maintain appropriate and productive relations with a range of actors, including children, parents, local and national authorities.
  • Flexible work attitude and ability to work independently within a small team.
  • Excellent knowledge of Arabic and English.
  • Demonstrated experience in the development of technical material, guidance notes, monitoring tools and trainings.
  • Fluent spoken and written communication skills in Arabic and English
  • Adherence to Plan International’s Safeguarding Policy, Code of Conduct, and Prevention of Sexual Abuse & Exploitation (PSEA); Gender and other relevant humanitarian standards and policies.

 

  1. Roles and Responsibilities of Plan International and the Consultant:

While the consultant will be the lead responsible for the fulfilment of deliverables, Plan International will support with all relevant logistical arrangements as well as being involved in the material development and trainings-delivery.  

Plan International: 

    • will provide management of the consultancy and will coordinate the contract finalization with the Consultant.; the SOYEE Programme Manager will provide oversight and technical support.
    • will provide any necessary logistics, if needed.
    • will organize the trainings and communication with participants.

Consultant: 

    • will sign and adhere to Plan International’s policies on non-staff Code of Conduct and Child Safeguarding, which will be sent with contract.
    • will submit a budget and timeline, ensuring above-mentioned outputs, including planning and preparations. 
    • will be responsible for submitting a final report of the trainings including analysis of the pre and post test results.

 

  1. Consultancy Time Frame 

The consultant is expected to develop a detailed timeframe for this consultancy, but it is anticipated that the whole consultancy should start on the 1st of June 2022, and be finalized by the end December 2022.
