JOB PURPOSE: The MEAL Manager will lead the Monitoring, Evaluation, Accountability, and Learning (MEAL) efforts of the Emergency Response, ensuring the delivery of high-quality and timely data, effective program monitoring, and continuous learning and improvement. This role requires a proactive individual capable of designing and implementing MEAL frameworks, tools, and methodologies that align with organizational standards and donor requirements. The MEAL Manager will also supervise the MEAL team of the Response, fostering a culture of accountability and supporting evidence-based decision-making within the response.

GEOGRAPHICAL SCOPE Lebanon
KEY STAKEHOLDERS Response Lead, MEAL team, Response Area teams (North, Beirut Mount Lebanon, Bekaa), local partners
KEY RESPONSIBILITIES (Technical, Leadership, People and Resource management)
MEAL Approach and Planning:
- Develop and implement a MEAL framework tailored to the response, ensuring it aligns with organizational and donor MEAL requirements.
- Coordinate the development of MEAL plans, tools, and systems to track program outputs, outcomes, and impact.
- Work closely with program teams to integrate MEAL activities into program implementation, ensuring that MEAL efforts support and enhance the quality and impact of the Response.
Monitoring and Data Collection:
- Oversee the design and implementation of data collection tools and methodologies, including surveys, focus group discussions, and other data-gathering methods.
- Ensure the timely and accurate collection, analysis, and reporting of data related to program activities, outputs, outcomes, and impact.
Evaluation and Learning:
- Lead evaluations, including baseline, midline, and endline assessments, as well as post-distribution monitoring.
- Facilitate lessons-learned sessions and ensure findings and recommendations are documented and used to inform program adaptations and to improve effectiveness.
Accountability to Affection Population:
- Ensure that the accountability and feedback mechanisms are in place.
- Collaborate with the accountability team to analyze feedback data and implement necessary actions to address community concerns and to close the feedback loop.
Team Management and Capacity Building:
- Supervise and support the MEAL team, ensuring they are equipped with the skills, tools, and resources needed to carry out their roles effectively.
- Build the capacity of MEAL staff through training, and hands-on support in areas such as data collection, analysis, and reporting.
- Provide technical guidance and capacity-building support to program teams on MEAL concepts, tools, and best practices.
Reporting and Documentation:
- Produce timely and high-quality MEAL reports.
- Ensure that data is managed securely, maintaining confidentiality, and adhering to the data protection standards.
- Document best practices and lessons learned for reporting and knowledge-sharing purposes.
Coordination:
- Serve as the primary MEAL focal point for the Response, coordinating closely with the response lead, program teams, and other departments.
- Participate in external coordination forums as needed, representing the organization’s MEAL function in the Response.
- Liaise with the partners to ensure compliance with the MEAL requirements.

In addition:
Education: Master’s degree Social Sciences, Statistics, or a related field (or equivalent experience).
Experience: Minimum of 5 years of experience in MEAL roles, with at least 2 years in a managerial or supervisory capacity within humanitarian or development settings.
Skills and Knowledge:
- Demonstrated expertise in MEAL methodologies, including both quantitative and qualitative data collection and analysis.
- Proven experience designing MEAL frameworks, logframes, and indicator tracking systems.
- Strong knowledge of Accountability to Affected Populations (AAP) principles and feedback mechanisms.
- Proficiency in data analysis software (e.g., SPSS) and familiarity with mobile data collection tools.
- Excellent communication and report-writing skills.

- Ability to manage multiple priorities and meet deadlines in a dynamic and fast-paced environment.

Languages: Arabic and English
