The Construction Project Supervisor provides technical assistance and quality assurance in the tendering evaluation, project monitoring. S/he supervises all construction works until completion, facilitates inspections and leads reporting to Orienthelfer.

Construction Project Supervisor (m, f, d)

The Construction Project Supervisor provides technical assistance and quality assurance in the tendering evaluation, project monitoring. S/he supervises all construction works until completion, facilitates inspections and leads reporting to Client and Orienthelfer e.V.

Client (Director of OH Partner NGO)

Subordinate position:   

Construction Project Manager

Timeframe:

22 months, starting November / December 22

Working hours/week:

20 Hrs (50%) and whenever necessary

Location: Koura / North Lebanon Governorate

Objective of Role:

Provision of technical assistance, value engineering decisions and supervision in order to safeguard on time, safe, secure and efficient construction of Special Needs School according to project workplan and budget

 

Key Performance Indicators:

  • Timeliness, cost efficiency and quality of construction works in accordance with plan and local regulations
  • Quality and reliability of financial and narrative documentation of the construction project
  • Respectful and reliable relations with project stakeholders including authorities 

Responsibilities:

  • Establish and maintain respectful and cooperative relations with relevant project stakeholders
  • Represent house authority on site under supervision of client
  • Supervise Construction Manager and provides expert advise and guidance throughout the project
  • Act as official contact of Lebanese authorities
  • Proactively acknowledge and mitigate risks to people, assets, reputation, society and the environment
  • Support financial administration in compliance with contract regulations
  • Participate in Project Steering committee meetings

Tendering

  • Review tender documents according to construction plan and national legal requirements in Lebanon
  • Adapt Tender documents to donor requirements for public funding required by BMZ in close coordination with Funding Partner (OH)
  • Participate in Proposal Evaluation Jury if applicable and relevant

Contract Management

  • Lead development of contracts in cooperation with project partners
  • Assess and ensure compatibility with Lebanese laws

Quality Control

  • Facilitate and accompany inspections and licensing by authorities
  • Material and technical assessment
  • Evaluate hazards defined by Construction Manager and supervise mitigation approach
  • Supervise Construction Manager’s investigation and reporting related to occupational risks (hazards), incidents and accidents
  • Supervises the establishment of the construction management office, reviews requests and endorses correct POs 
  • Safeguarding of cost efficiency (value engineering) compensation of missing materials and changed prices
  • examination of prices / cost estimates - adjustments to external factors if necessary
  • support for construction project managers with technical expertise - ensuring compliance with the plan, applicable regulations and requirements conducting regular progress meetings with construction project managers, subcontractors, regular reporting

Regular Reporting:

  • Review and endorse content for construction progress reports to OH (progress, pictures, highlights) provided by Construction Manager and provide report to OH

Requirements:

  • Master Degree in Architecture with relevant professional experience in construction projects of similar scope
  • Registered at the Order of Engineers and Architects in Lebanon
  • More than 18 years of relevant experience
  • Previous experience with reputable international donors and NGOs
  • Proven track record of working in an intercultural setting, experience with GIZ, BMZ are a distinct advantage
  • Strong track record in supervising construction projects, ideally with relevance to special needs, education and public funding requirements
  • Proven track record of supervising construction projects under GIZ, BMZ regulations are a distinct advantage
  • Ability and readiness to establish and maintain trustful and respectful cooperation with stakeholders from a variety of backgrounds – strict adherence to  non-discrimination, and child protection and Anti-corruption policies of Client and OH
  • Ability to focus and keep calm under pressure
  • Proficiency in English
  • Native – level of proficiency in Arabic
  • Proficiency in MS Package
  • Proficiency in AUTO CAD
