The CAMEALEON Consortium

The Cash Monitoring, Evaluation, Accountability and Learning Organizational Network (CAMEALEON) is a unique and exciting consortium between Norwegian Refugee Council (lead), Oxfam and Solidarités International, that aims at being a catalyst for shaping policies and programming around cash in Lebanon through learning and advocacy built on a solid evidence base. 

CAMEALEON contracts out pieces of research to renowned experts or institute and acts as quality control both on the quality of the research pieces and on their relevance and adaptation to the specificities of the Lebanese context. It then disseminates the relevant learning and recommendations to a range of stakeholders, implementers, policy makers and donors and also acts as quality control by accompanying and documenting the uptake of these recommendations and findings by key actors.

What we are looking for

Excellent communication, ability to influence people, diplomacy and negotiation, expertise in organizational representation, advocacy and policy making. 

The position will also require Senior level project management experience and expertise in cash programming and/or monitoring and evaluation and/or research, as well as a good knowledge of the context in Lebanon, the global cash agenda and  cash donor landscape and priorities.

The Consortium Manager position is a senior and strategic position that is responsible for overseeing the implementation of CAMEALEON’s deliverables and the leadership of the secretariat team, as well as external representation. 

In this position, you would lead on strategy and proposal development, grant financial management and reporting. 

What you will do

- Position CAMEALEON as the go-to body in Lebanon for technical and strategic cash programming questions.

- Build relationships and actively participate in the coordination of the Lebanon response, promoting CAMEALEON as a convener for policy and program learning.

- Develop communication, dissemination and influencing plans and opportunities for CAMEALEON’s findings to inform advocacy initiatives, with the view that evidence generated by the pieces of research influence policy.

- Develop project proposals in collaboration with relevant consortium member staff and coordinate input for reporting to donors.

- Ensuring delivery of the CAMEALEON’s objectives and accountability to consortium members and donors.

- Recruiting, hiring, and managing consortium-specific staff, consultants, and sub-contractors as needed to carry out activities.

- Accountable for compliance in relation to grant management and project cycle management processes. Responsible for quality control of donor applications and reports, on content and timeliness.

- Engage with related policy and advocacy work to advance the objectives of the consortium and represent the consortium in external fora and coordination meetings.

- Expand the visibility of CAMEALEON outside of Lebanon, branching out to other research institutes or cash fora.

- Working closely with the CAMEALEON Board consisting of Country Directors of the consortium members, who oversee the strategic direction of the project

What you will bring

- Minimum 4 years’ senior project management position with responsibility for programming in a humanitarian/protracted crisis or development context.

- Specific experience and expertise in;

- Cash programming and/or monitoring and evaluation and/or research.

- Communication, networking, influencing people, diplomacy and negotiation.

- Advocacy and influencing policy making.

- Organizational representation at national or international levels.

- Experience of working with the EU as a donor.

- Understanding of and commitment to:

- Organisational learning, and the role of monitoring and evaluation (M&E)

- Working collaboratively with technical and operational colleagues within a matrix structure, including experience in capacity building

- University degree in a relevant field

- Fluency in English, both written and verbal. Fluency in one or more languages spoken in the region would also be an advantage.

What we offer

- Duty station: Beirut, Lebanon 

- Contract: 12 months 

- Travel: 5% 

- Salary/benefits: grade 9 on NRC’s regional salary scale. Note that Beirut is not a family duty station.
