SCOPE/JOB PURPOSE

The Senior MEAL Officer contributes to overall program quality through the coordination, and implementation of enhanced monitoring and evaluation, accountability, and learning strategies; the emphasis is on streamlining processes and tools for efficiency, effectiveness, and sustainability throughout the project cycle across NCA and partners sectors and projects.

 

RESPONSIBILITIES AND TASKS

Design, collect and analyze MEAL tools and indicators.

  • Develop and implement monitoring frameworks for project implemented by NCA and partners in Lebanon in line with NCA MEAL framework and donors guidelines, in coordination with the project manager and relevant program colleagues.
  • Develop a MEAL plan for each project.
  • Design “SMART” objectives, results framework and monitoring frameworks, as part the project assessment and design phase.
  • Contribute to proposal development with a main focus on assessment, MEAL framework, targets, monitoring plans and generating lessons learned from previous and current projects.
  • Establish an effective data collection system and reporting forms for capturing quantitative and qualitative information.
  • Developing the M&E data collection tools (Baseline, Midline, Endline, evaluation surveys (verification and selection), Post Distribution Monitoring (PDM), Focus Group Discussion (FGD), Key Informant Interviews (KII)).
  • Act as the main focal point for NCA for assessments.
  • Identify sources of verification to ensure an evidence-based approach.

Monitoring, Information management and Reporting:

  • Compile and analyze project data to measure the progress and impact of project activities according to their overall results framework and timeline.
  • Provide day to day data quality verification and ensure all data is inputted into NCA’s MEAL tools and analyzed in a timely manner.
  • Maintain record on Project Information and Management System (PIMS).
  • Undertake field visits to partners’ projects on regular basis, collecting data and report back to inform the NCA program team on project progress and verify data with submitted partners’ reports.
  • Collect data from partners quarterly reports and result framework, consolidate and analyze as contribution to half year and annual report to HO. 
  • Review and support partners in the development and implementation of project MEAL plans.
  • Develop Indicator Tracking Card (ITC) for each project and review monthly ITC submission by partner and discuss with NCA project responsible person.
  • Ensure that for each project disaggregated data on gender and age (and nationality) is collected, compiled and analyzed by sector (WASH and GBV).
  • Participate actively in regular program team meetings.
  • Collect and file means of verification/data source such as photos, signed and verified list of beneficiaries, publications, case studies.
  • Review and quality assure project reports from NCA partners and assist with the reporting process when needed.
  • Ensure that partner reports are submitted to NCA according to agreed timelines.
  • Consolidate sections of partner reports.
  • Reporting on sectorial platforms (Activity Info, RAIS, etc) as relevant.
  • Analyze data for accuracy, flag validation or quality issues, and contribute to system fixes.

Accountability:

  • Monitor partners approaches and methodology to disseminate and follow-up on complaints/reports as part of the Complaints Response Mechanism(s) (CRM) as relevant.
  • Assist project teams in strengthening accountability mechanisms at the project level by using checklists and existing mechanism.

 

Evaluation, Review, and Learning:

  • Share relevant MEAL findings with program team in an appropriate format and follow-up on implementing recommendations.
  • Support the implementation of evaluation recommendations at field level.
  • Collecting best practices, case studies which demonstrate qualitative and quantitative changes over the period.
  • Participate in reflective sessions conducted with partners and reporting.
  • Maintain project files at office level and ensure that all necessary documents (agreements, reports, important communication etc) are archived in appropriate manner. 
  • Follow up and update partners and NCA 4W reports to relevant clusters and ensure timely reporting.

Perform other duties as required or assigned.

Education:

  • Bachelor in Business, Social sciences, Public Administration, or any related field.

Experience:

  • A minimum of 3 years’ experience with a local or International NGOs, in similar role/with similar responsibilities.
  • Previous experience in a humanitarian response is an advantage, especially in WASH and/or GBV.
  • Experience in data form design, data collection and data entry.
  • Experience with using digital tools and programs for MEAL.

Skills:

  • Knowledge of monitoring and evaluation methodologies, including logical models, conceptual frameworks, and assessment/evaluation.
  • Demonstrated experience of implementing beneficiary complaint and feedback mechanisms.
  • Knowledge of MS Word and Excel required.
  • Fluency in verbal and written English and Arabic.
