JOB SUMMARY

The Executive Director is responsible for the overall management of CPS, both in terms of strategic guidance as well as hands-on, day-to-day effective project direction. The ED will work closely with the Board Chairperson and Directors to implement the long term strategic vision set by the Board, while developing new short and medium term tools to raise funds and steer the organization through healthy growth. The ED is to be responsible for overseeing Finance, Administration, project monitoring, staff performance and reporting on results to the Board and donors. He/she will also be working collaboratively with the Synod’s other institutions in Lebanon and Syria as needed. The ED will be the first in command on the ground and is thereby expected be a prudent manager and an inspiring leader that is charting and leading a results-oriented path to sustainable success.

Reporting & Supervision. 

The Executive Director reports to the Chairperson and Board of Directors. 

Primary Responsibilities.

The Executive Director shall be responsible for the following:

Institutional Representation and Marketing

  1.         Designs and implements marketing/fund raising activities to international, regional and local donors.
  1. Develops and maintains close contact with donor headquarters at the home country level and with their representatives in Lebanon and Syria.
  2. Represents, with Board Chairperson, CPS at international and local meetings and conferences.
  3. Build collaborative and trust relations with donors, other church organizations and NGOs.
  4. Represents CPS and its activities to Lebanese authorities.
  5. Maintains ongoing clear and direct communication with CPS Chairperson of the Board.

Project Management and Proposal Preparation

  1. Directs technical and financial staff, as well as short term consultants (when needed); leads the recruitment of new staff.
  2. Prepares and submits unsolicited proposals, when appropriate, as determined in collaboration with the Board Chairperson.
  3. Prepares responses to Requests for Proposals and Applications, overseeing technical approach, staffing and budget (in coordination with CPS’s Department of Finance and Accounting).
  4. Coordinates participation of CPS employees, project partners and short term consultants in task orders.
  5. Assembles teams, conducts preparatory activities and ensures timely mobilization for project implementation.
  6. Leads, guides, monitors and supports teams in the field.
  7. Coordinates and supports the preparation of periodic technical and financial reports to funders, as contractually required by each project.
  8. Ensures contractual compliance of implementation.
  9. Ensures project implementation compliance with each donor’s rules and regulations for procurement, finance, management, security, human rights, etc.

Additional Duties and Responsibilities

16.Effectively supervise the Syria Country Office, along with standardized technical and financial reports expected from the Syria Country Officer.

  1. Prepares the CPS Annual Report.
  2. Enforces CPS Rules and Regulations.
  3. Serves on special projects as needed.
  4. Other relevant duties as needed.

RECRUITMENT PROFILE

Required Qualifications

  1. Bachelor’s degree in a related field, Master’s Degree is a plus.
  2. Working a minimum of 5 years of field experience in the context of community development for example, agriculture, social infrastructure, environmental management.
  3. Familiarity with HR management, financial, security, logistical, procurement and administrative systems.
  4. Previous technical and financial managerial experience with donor-funded projects.
  5. Previous experience in positions requiring proposal development, budgeting and recruitment.
  6. Field-based project management experience.
  7. Experience in directing/coordinating field activities of emergency relief operations (Provision of food – medical supply distribution – temporary shelter).
  8. Operating in security challenged environments.
  9. Demonstrated ability to work well in teams and in a collaborative environment.
  10. Excellent organizational skills, detail-oriented and flexible work style.
  11. Excellent English and Arabic technical writing and presentation skills.
  12. Strong English and Arabic written and oral public communication skills, a third language is a plus.
  13. Proficiency in the use of Microsoft Office software and familiarity with social media platforms.
  14. Strong Planning skills… Ability to multitask.
  15. Appreciation of, and ability to work effectively in diverse social and confessional environments.
  16. Familiarity with current international donor agency funding strategies, in addition to those of church and other charities.
  17. Impartiality towards all the various confessions and political factions when conducting the affairs of CPS while, at all times, presenting a personal and professional public image that promotes the Synod’s and CPS’s core values                                                                                                                                                                                                                     Additional Desired Qualifications
  18. Master’s degree in a relevant field.
  19. Previous experience managing USAID, EU and/or within UN System funded projects.
  20. Expertise in developing and managing, media and outreach campaigns.
  21. Technical Proficiency in a third language.
  22. Expected Salary: $1,500 - $2,000
