NAHNOO is a registered Lebanese Non-Governmental & Non-Profit Organization. NAHNOO has been working since 2009 as a research, capacity-building, and advocacy platform for participatory policymaking, toward an inclusive society in Lebanon. The NGO rallies volunteer across Lebanon and through multidisciplinary and participatory research, capacity-building workshops, and grassroots activities, we provide a platform for youth and professionals to lead the planning and implementation of advocacy campaigns and gain the skills needed to impact policy-making at the local and national levels.

Call Objective:

NAHNOO is looking for a Video-Maker &/or Animator to produce a short awareness video about the right of access to all information and documents related to the management of public affairs. Produced video will be published online on social media platforms to raise awareness on the project related-topics.

Project Background

As Lebanon has been undergoing crisis after crisis in the past few years (political, economic, security, sanitary with Waste Management and Covid-19, fuel shortage), crowned with the Beirut Port Explosion in August 2020 that has been attributed by the authorities to neglect. Thus, the Lebanese public administrations’ have demonstrated low productivity and deficient public service delivery. Daily cases of corruption are not a secret in the country, fueled by a lack of transparency & accountability coupled with missing efficient channels to access of information.

Transparency is considered the traditional hallmark of an open government, meaning that the public should have access to government-held information and be informed of government proceedings, motivating citizen participation & collaboration in government proceedings.

Even with the successful voting of the Access to Information (ATI) Law in 2017, Lebanon is still very far from becoming eligible to be considered an open Government as of the last quarter of 2021. Indeed, the enaction of this law has been weak so far as there aren’t any bodies yet to monitor and enforce the implementation of this law.

Objectives of the project :

Develop awareness and informative content about the right of access to information law.

Target Audience:

This video will be shared and spread online on social media platforms to the general public as well as to identified stakeholders.

Scope of work, format and key tasks:

The Video-Maker &/or Animator will be:

1. Responsible for providing the equipment needed to complete the tasks.

2. Developing and delivering a short awareness video (estimated around 2 minutes) on a timely manner according to an agreed timeline.

Possible style of videos: animation and/or infographics.

3. Keep coordinating with project team throughout assignment, including through meetings when necessary, and integrating NAHNOO feedback in final result.

Qualifications/level requirements

• Minimum 3 years of experience relevant to the described scope of work
• Previous experience working with NGOs or civil society sector
• Must be fluent in written and spoken Arabic and English.
• Familiarity with transparency topics is a plus

Expert fees & duration:

Selection of consultant is based on the competitiveness (CV, porfolio & financial offer) of the provided application.

Assignment to start as soon as possible until completion of commissioned task (till early January 2023 maximum).
