Engineering Consultant | Water for the Land of Water
Michel Daher Social Foundation (MDSF), established in 2014, is a Lebanese NGO dedicated to addressing the unique challenges faced by communities in Central Bekaa. Project Overview:
The project aims to increase access to safe and reliable water services among communities in Zahle Caza, Lebanon, with a focus on improving the capacities of the Bekaa Water Establishment (BWE) and enhancing water services for upstream and downstream communities of Jdita. The project includes technical and material capacity strengthening, community engagement, facilitation of allocation agreements, and activation of the regional water network.
Scope of Work:
A Project Engineer will be available on a part-time basis to ensure technical components of the project are implemented in line with studies conducted, best practices, and BWE’s guidance and supervision. The duration of the consultancy is 12 months.
Responsibilities:
- Development, Coordination, and Supervision of TORs for the Energy Audit and Engineering Firms:
- Develop and document comprehensive TORs detailing the scope, objectives, and deliverables for both firms.
- Analyze the technical specifications of submitted proposals to ensure compliance with project requirements.
- Supervise the selection process to ensure that firms with the most relevant expertise and experience are chosen.
Technical Oversight and Infrastructure Development:
- Supervise and coordinate activities with the energy audit and engineering firms to ensure technical alignment with the project's goals.
- Lead all engineering and technical activities related to water infrastructure development.
- Ensure that water systems and infrastructure are designed, constructed, and maintained according to the highest standards.
Project Planning and Coordination:
- Coordinate closely with the monitoring and evaluation consultant to establish a clear technical baseline for the project.
- Coordinate with the project manager and other team members to ensure all project elements are integrated and implemented efficiently.
Community and Stakeholder Engagement:
- Facilitate technical discussions with community members and stakeholders to explain engineering aspects.
- Address technical concerns from the community or stakeholders to build trust and support for the project.
- Installation of Pressure-Balancing and Flow-Throttling Equipment
- Supervise with ad-hoc support of a contracted engineering firm (hydraulics) the rebalance of Jdita network’s pressure and flow distribution to ensure equitable and continuous service.
Reporting and Documentation:
- Support the project team in preparing the technical reports documenting project progress, challenges, and achievements.
- Ensure all engineering processes and modifications are well documented.
Quality Control and Safety:
- Oversee quality control measures to ensure the integrity and safety of water infrastructure.
- Adhere to standards and safety regulations.
Budget and Resource Management:
- Manage the allocation and use of technical resources, materials, and equipment to stay within budget and meet project timelines while maintaining technical feasibility.
- Collaborate with the procurement team to define and source optimal technical specifications for materials and services, ensuring cost-effectiveness and project suitability.
Perform site visits as deemed necessary
Expected deliverables
- Complete TOR documents and technical analysis of the applications of both the energy audit and engineering firms.
- A clear technical baseline and end line for the project.
- Outputs of the energy audit and engineering firms are aligned with the project goal and delivered on time.
- Documentation of the installation process, settings, and operational status of all the equipment procured throughout the project.
- Technical reports documenting project progress, challenges, and achievements.
- Allocation and installation of technical resources, materials, and equipment within the budget and timeline.
- Quarterly reports on quality control checks and safety inspections, ensuring compliance with all regulations.
- A final report summarizing all technical aspects of the project, including outcomes, challenges faced, and lessons learned.
Qualifications
- Bachelor’s or Master’s degree in Civil, Mechanical, or Environmental Engineering or a related field.
- Minimum 5 years of experience in water projects, infrastructure development, or related fields.
- Proven experience in energy audit, hydraulic analysis, and water network management.
- Strong technical skills with the ability to design, evaluate, and oversee water system projects.
- Proficiency in project management software and Microsoft Office Suite.
- Strong communication, interpersonal, and leadership skills.
- Ability to work effectively in a team and independently.
- Knowledge of local regulations and technical standards in water management.
Selection Criteria
The consultant will be selected based on:
- ID and CV are a must
- Technical Competence: This encompasses the consultant's experience and past projects, expertise, knowledge, tools, project understanding, and ability to propose innovative solutions. It constitutes 60% of the scoring criteria.
- Value for Money: This criterion assesses the cost-effectiveness of the consultant's services compared to their competitors while ensuring quality and meeting project objectives. It accounts for 40% of the scoring.
