Request For Training Proposals: Vocational Training

Terms of Reference for Technical and Vocational Training Providers

Mercy Corps is seeking individual consultants and/or organizations to deliver an up to 4-week training program to both Syrian and Lebanese community members starting August 2014 within the following sectors:

Agriculture Wood Works Stone Works Bee Keeping Service and Hospitality Management Electrical Maintenance Sanitation/Sewage Maintenance Food Processing Aluminium Works Pastry Making and Bakery Mobile Repair and Maintenance Metal Works

Background and Purpose

With funding from the European Commission, these trainings fall under ‘Fostering Self-Reliance for Displaced Syrians in South Lebanon’ (FORDS), which is a project implemented by Mercy Corps and Social, Humanitarian, Economical Intervention for Local Development (SHEILD.) It uses a multi-sectoral approach to support livelihoods and provide labor market-driven vocational training to Lebanese host communities most impacted by the Syrian refugee crisis, and the Syrian refugees themselves. Educational and vocational training activities are closely interlinked with livelihood support activities, which include support to vocational start-ups and work with small businesses and cooperatives to catalyze the local economy and promote employment. As a result, the program empowers both Lebanese and Syrians to become more resilient, and able to provide for their families’ basic needs without humanitarian assistance. FORDS also provides Syrian refugees with skills they can use for income generation and business development upon their return to Syria. Over 18-months the FORDS program will:

Enhance the livelihood opportunities of 600 people (with a 50/50 approach between Lebanese and Syrians) by providing them with new vocational and educational skills. Provide tailored support for entrepreneurs to launch income-generation activities, with a focus on women and youth. Provide start-ups and cooperatives with seed funding to facilitate their growth.

Duties and Responsibilities

Develop a new curriculum and/or use an existing one for technical and vocational skills trainings within the specified sectors. Design and prepare all training material for trainees. Deliver trainings according to agreed location and timeline. In collaboration with project implementing partners, develop a learning plan with SMART deliverables for each trainee. Any other tasks that may be assigned by project implementing partners in agreement with training provider.
Eligibility Criteria:

Expertise and proven experience in the design, development and delivery of technical and vocational training programs. Sound understanding of the relevant sectors. Ability to provide training material and equipment.

Interested parties are requested to submit the following to [email protected] by Friday 25 July, 2014. Please include in the subject of the email Application for Technical and Vocational Training Providers.

A preliminary training proposal outlining competence, curriculum to be developed and/or already existing, timeframe and budget, as well as brief resume/CV of individual(s). A brief evaluation methodology to assess learning of training beneficiaries and assist them in finding additional resources to enhance their learning experience.
