Job Title: Programme Officer
Location: Lebanon, Beirut office (in person) with regular visits to the Palestinian refugee camps
Mission: Medical Aid for Palestinians (MAP) works in partnership with Palestinian communities to uphold their rights to health and dignity. We do this by developing effective, sustainable and locally-led healthcare services, providing medical aid during emergencies, and campaigning to break down the barriers to Palestinian health and healthcare today and for the future.
Job Purpose: The purpose of the post is to assist the MHPSS Programme Manager in project formulation, monitoring and reporting of projects, and capacity building activities conducted by MAP and partners in the frame of “Strengthening Community-Based Child Protection, Gender Based Violence interventions, and Psychosocial Support in Palestinian Camps and Gatherings in Lebanon” referred hereafter as the MHPSS project.
Hours: Full-time
Reporting to: MHPSS Programme Manager
Key internal Relationships: MAP Lebanon team especially Lebanon Director, MHPSS Programme manager, program officers, Finance Officer
Key External Relations: MAP’s partner organisations, local and international NGOs, UN agencies
Contract: 12 months fixed term with possibility for extension to 18 months. Project-based position subject to availability of funds.
This job description does form part of your contract of employment and can be amended, with consultation, from time to time as the needs of the organisation require.
1. Duties and key responsibilities
N.B: All duties and responsibilities part of this role should be conducted as assigned by and in agreement with the line manager.
- Project formulation
- Conduct or contribute to desk reviews, literature reviews, and needs assessments by the MAP Lebanon team or partners.
- Assist in developing MHPSS project extension proposals and related annexes including logframes, workplans, and budgets.
- Assist in preparing the documentation required for signing agreements with the project’s sub-partners and disbursement of funds.
- Perform due diligence for MAP partners and potential partners.
- Monitoring and Reporting
- Conduct regular field monitoring visits to the MHPSS project’s locations. Prepare relevant reports documenting key observations.
- Conduct individual and group onsite meetings with MHPSS staff working in Child Friendly Spaces (CFSs) and Women and Girls Safe Spaces (WSSs) and other program service gateways in Palestinian refugee camps and gatherings located across Lebanon as needed and prepare meetings reports.
- Assist partners and send periodic reminders on conducting the scheduled focus group discussions and collect data on specific program indicators on Accountability to Affected Populations (AAP), feedback and complaints including PSEA, availability/visibility and accessibility of reporting channels in centers. Prepare a reminders list with schedules and dates and onsite observation reports.
- Contribute to meetings and consultations, focus group discussion with beneficiaries and assist in reports.
- Contribute to meetings with community members, child protection networks and sector working groups, partners, UNRWA focal persons, and with other relevant stakeholders as assigned by the MHPSS Programme Manager.
- Through monitoring activities and field visits, contribute to identifying bottlenecks, challenges, potential risks, and areas of further support.
- Contribute to collecting and consolidating partners monthly workplans
- Collect and collate data from partners and produce statistical information. Data entry on systems in use.
- Maintain an updated record of partners’ staff lists, contracts and other HR files and report on any changes.
- Assist in monthly MHPSS project reports and data for MAP or doner reporting and as well as in reviewing financial reports from partners.
- Contribute to taking photographs and conducting interviews/case studies, consultations, focus group discussion with beneficiaries and community members as assigned by the MHPSS Programme manager to support project’s monitoring and fundraising purposes. Ensure that consent forms are duly filled.
- Work in coordination with MAP Lebanon team and provide assistance as required
- Assist partners with developing/maintaining effective project monitoring mechanisms and tools.
- Contribute to ensuring the timely submission, accuracy, and completeness of data and reports of MAP implementing partners and contribute to on-going training for partners on reporting.
- Assist MHPSS Programme Manager in developing or strengthening monitoring and evaluation tools and activities to capture quantitative and qualitative key performance indicators.
- Assist the MHPSS Programme manager in following up the implementation of the projects’ activities and workplans.
- Capacity building
- Contribute to the identification of partners’ capacity development needs
- Provide trainings, systems strengthening support related to MEAL, safeguarding & PSEA, beneficiary feedback mechanisms, and others
- Assist in facilitating and monitoring, evaluation, and capacity building activities conducted by external consultants.
- Ensure all partner staff have taken safeguarding training and signed related code of conduct.
- Ensure documentation of capacity building activities for partners
- Operational Support and other duties
- Assist in preparing logistics, itineraries, and facilitating visits by MAP, UNICEF, delegations, consultants, donors, or others.
- Assist Project manager in facilitating communication, coordination and networking among all project partners, UNRWA focal persons, and with other relevant stakeholders.
- Provide translation and interpretation and administrative support if needed.
- Attend interagency coordination meetings and forums as agreed with Lebanon’s Director and MHPSS Programme Manager.
- Work closely with the MAP Lebanon team and carry out duties as requested by Lebanon Director and the MHPSS Programme manager within the scope of this position.

PERSON SPECIFICATION
Experience
- A good first degree in MHPSS, health, management, international development, or other related fields. Continuing professional development is an advantage
- At least 2 years’ work experience in development and humanitarian aid.
- Excellent skills in using excel is a must
- INGO/NGO experience and community-based service setting
- Good experience in monitoring and reporting
- Experience in MHPSS, child protection, GBV related projects is desirable.
- Good knowledge on best practices, do no harm and guiding principles, including safeguarding and other relevant policies and gridlines is an asset
- Previous experience of emergency response projects, ability to work during emergency situations is an asset.
- Demonstrable experience of partnership work and/or support to local NGOs, preferably in the Palestinian camps in Lebanon.

- Excellent written and verbal communication skills in both Arabic and English.

- Good IT skills; excellent skills in using Excel. competent in using Word, power point and other Microsoft applications.
- Self-motivated, organized, and able to work alone or as part of a team.
- Valid Driving license and prepared/able to travel frequently
- Being able to travel to the various Palestinian camps in Lebanon is a must.
- Can arrange his/her own transport means
- Flexible and responsive to program challenges, with willingness to take on additional tasks if needed particularly during emergency situations.
Personal attributes and other requirements
- Strong work ethics and commitment to MAP’s goals and values
- Able to work flexibly in emergencies and to meet deadlines which might entail working on some evenings and weekends.
- Ability to easily access and move within the Palestinian refugee camps across Lebanon to visit and support partner organizations.
- Demonstrate an understanding of the health development context in Lebanon and have understanding of the circumstances of the Palestinian refugee population within that context.
