Main responsibilities:
- Organise, implement and monitor the outreach activities of MdM. Be the technical lead on all community outreach and mobilization activities at regional level
- Lead and prepare public outreach and awareness strategy/action plan with specific methodologies to mobilize and build capacities of local communities and enhance their participation and collaboration.
- Supervise the implementation of outreach activities of COVs, community nurses and midwifes.
- Monitor and evaluate outreach activities in coordination with the MEAL department, including support community assessments.
- Support the operationalisation of MdM’s referral system and advise improvement areas
- Coordinate with regional partners, government agencies, international and local NGOs, civil society, and community-based organizations on project activities as needed
Main Activities:
- Provide technical guidance and leadership on community mobilization activities:
- Support the development of MdM community mobilization strategy, especially in an emergency context, in collaboration with the team and based on participants’ feedback and best practices; in charge of setting and following up on the action plan
- Manage and supervise the implementation of outreach activities
- Ensure alignment of activities with MdM community engagement strategy
- Coordinate with the Outreach Officers on the schedule and coverage area of Community outreach volunteers (COVs) based on movement and presence of internally displaced people and other target groups;
- Lead on the schedule of community nurses and midwives, in collaboration with the PM and health monitoring officers, based on movement and presence of internally displaced people and other target groups
- Supervise, guide and accompany the Outreach Officers, community nurses and community midwives in their function
- Participate in the recruitment and management of Outreach Officers as a technical advisor; and community nurses and community midwives with the Medical team.
- Guide and support Outreach Officer in recruiting and orienting volunteers.
- Deliver and support in training of COVs, community nurses and community midwives on health and mental health topics (including organising the training with Officers and Support team); build the capacities of COVs on becoming agents of change in their respective communities to ensure sustainability of project outcome. Support the monitoring of the outreach activities and participate as needed
- Lead on preparation and implementation of community events, such as: World health day, Mental Health day, etc.
- Support the development of training curricula and IEC material for outreach activities in coordination with the Outreach officers, technical team and communication advisor
- Ensure that the community mobilization activities are reaching the most-vulnerable groups in the catchment area; support in updating the mapping of MdM activities and identify most-vulnerable target groups
- Ensure that community activities are inclusive, in collaboration with the Inclusion Coordinator
- Support implementation of participatory needs assessment and community-based programming.
- Monitor and evaluate outreach activities:.
- Develop monitoring tool if missing, including feedback and complaint mechanism for outreach activities in coordination with line manager and MEAL team
- Conduct regular monitoring field visits in all area of intervention, based on security context;
- Support in data collection and generate weekly monitoring report on the qualitative and quantitative progress of the community activities in coordination with the MEAL team
- Participate in community assessment when needed (setting objectives, surveys, leading key informant interviews and focus group discussion, analysis of data)
- Coordinate with relevant stakeholders for community-based activities
- Coordinate activities with MdM programs (mental health, primary healthcare and GBV sensitization) and support Team
- Contribute to identify and maintain relations with local organizations and authorities concerned with community outreach to ensure stability and ease of activities at regional level.
- Participate in the development of partnerships with local stakeholders necessary for the implementation of the activities.
- Propose joint activities with other organisations (NGOs, civil society etc) in the area of implementation for greater reach and impact
- Represent MdM in sub working groups and present results from assessments, context change etc in such forum, when existing
- Strengthening of a community-based referral system .
- Lead the regular updates of services providers in the community and update of handouts for COVs and program staff to disseminate information on services available
- Follow up on the status update of referrals of frontliners and advise on strengthening areas
- Enhance the link between communities and primary healthcare centres by reinforcing referrals and continuous awareness sessions on services available especially related to GBV and Mental Health and psychosocial activities

Requested Competence/skills:
- Bachelor’s Degree in Public Health, Social Work, in Communications, Marketing, Development, Political Science, or any other related fields related field is compulsory.
- 2 to 3 years of experience with an NGO in communications, community outreach, social media, in digital marketing. Pevious experience in similar position
- Demonstrated capacity to develop and implement communications strategies with clear theories of change.
- Experience working and collaborating with diverse sets of stakeholders, including local and international partners, local authorities, civil society and others.
- Proficiency with Microsoft word and excel and in using online meeting platforms and digital data gathering
- Arabic and English language are mandatory both speaking and writing
- Proven leadership, inter-personal and cross-cultural skills, and ability to build and motivate diverse teams.
