RESPONSIBILITIES:

Main Responsibilities:

The Senior health officer will lead, organize and supervise the implementation of the daily activities, overseeing and line managing the health officers and coordinating with relevant stakeholders. The Senior health officer is to work under the direct supervision and guidance of the Health Manager.

The main responsibilities and activities may be changed according to the priorities, the organization of work, and the team setup.

1.            Project Management:

-              Work with the HM and other members of the team to develop the health strategy in the field.

-              Coordinate his work with the Senior Health Officers (SHO) for the implementation of the assigned health activities and ensure that stated goals and objectives are met.

-              Work with the SHOs and HOs to coordinate the supervision of supported centers/mobile teams’ staff , Community Health Volunteers (CHVs), and community midwives (CMWs)

-              Coordinate with the Medair team in the designated area for the implementation and monitoring of the work plans ensuring that activities reflect the commitments Medair made to the donors and the community.

-              Ensure that the facilities and relevant teams meet the high-quality standards by following the Performance Based indicators approach.

-              Assist in the development and management of a quality health information report.

-              Support needs assessments, participatory assessments and surveys when needed.

-              Follow up with the health centers to ensure that needed medical and non-medical supplies are available and no medical stock-outs reported in coordination with the team

-              Conduct regular visits to the supported centers, mobile teams and outreach activities

-              Contribute to the development of new health projects and proposals (based on assessed health needs and gaps and linked to the Medair country strategy).

 

2.            Staff Management:

-              Line-manage, coach and supervise all assigned staff and volunteers

-              Ensure efficient and effective work schedule is in place for volunteers in the field according to the agreed work plan.

-              Monitor the health centers staff and CHVs according to their assigned tasks and provide regular feedback to the health  Manager.

-              Perform evaluation of staff under his/her jurisdiction.

-              Assess the training needs of the volunteers and center staff and field teams and ensure that appropriate training is conducted.

 

3.            Financial Management:

-              Act when needed as requester for the project health budget

-              Collect and ensure accuracy of PDF payments for CHVs and staff incentives and send to health manager on a timely basis.

 

4.            Coordination and Communication:

-              Participate in coordination meetings related to the project, Medair internal trainings, and other meetings as required, representing Medair and feeding back to the health manager/project manager on relevant issues.

-              Provide updates to the Health Manager on a regular basis

-              Upon need represent Medair in health sector and other relevant meetings and with local government representatives, international and local non-governmental organizations and other stakeholders.

-              Represent Medair during donor visits.

-              Coordinate closely with the local community outreach part of the project so that the mobile teams’ activities and community-based activities interlink and complement each other

 

5.            Reporting:

-              Ensure accurate and timely written reporting according to Medair, donor and other applicable timeframes and formats.

-              Submit timely weekly and monthly reports to health Manager and to other reporting systems (e.g. MoPH, MoSA)

-              Provide accurate regular reports, statistics, and documented results and maintain detailed records of the overall health program activities in the field. 

-              Review facility and community level data from the field

-              Contribute to Medair’s monitoring and evaluation activities

 

6.            Logistics

-              Support the logistics activities of health staff, for the assigned health facilities and activities as delegated by HM.

-              Liaise, as necessary, with the health and logistic staff to ensure items are procured, transported, stored, managed and accounted for correctly.
