The National Commission for the Missing and Forcibly Disappeared (NCMFD) is dedicated to uncovering the truth about missing individuals, supporting their families, and preserving their memory. We are seeking a Data Management Consultant to enhance the Commission’s ability to track, analyze, and preserve critical information related to missing persons in Lebanon.

Contract Details:

Contract Type: Contract (2 months, with potential for extension)

Period of Employment: 2 months, starting April 15, 2025

Salary: To be determined based on experience and qualifications
 

Key Responsibilities:

Data Strategy & Governance:

  • Develop and implement data management strategies aligned with organizational goals.
  • Establish data governance frameworks, policies, and best practices.
  • Ensure compliance with data protection laws and ethical standards (e.g., GDPR, CCPA, Law 105/2018).

Data Collection & Integration:

  • Assess and improve existing data collection methodologies.
  • Design and implement data pipelines for seamless integration across multiple sources.
  • Ensure data standardization and interoperability between different systems.

Data Quality & Security:

  • Establish processes to maintain data integrity, accuracy, and consistency.
  • Implement data cleansing and validation techniques to eliminate errors and redundancies.
  • Enforce security measures to protect sensitive data from unauthorized access, breaches, and loss.

Database Development & Management:

  • Design, develop, and optimize relational and non-relational databases.
  • Ensure proper indexing, backup, and disaster recovery strategies.
  • Implement scalable and efficient storage solutions for large datasets.

Business Intelligence & Analytics:

  • Support data-driven decision-making through reporting, visualization, and dashboard development.
  • Work with stakeholders to define key performance indicators (KPIs) and metrics.
  • Conduct data analysis to identify patterns, trends, and insights.

Documentation & Reporting:

  • Maintain comprehensive documentation of data models, processes, and policies.
  • Generate periodic reports on data quality, system performance, and compliance.
  • Provide actionable recommendations for continuous improvement.

Training & Capacity Building:

  • Conduct training sessions for staff on data management best practices.
  • Develop user manuals and guidelines for effective system use.
  • Ensure knowledge transfer to maintain sustainability after project completion.

Technology & Innovation:

  • Assess and recommend modern data management tools.
  • Implement automation for efficient data processing.
  • Stay updated on trends in data science, AI, and cloud technologies to ensure continuous improvement.
     

Qualifications & Requirements:

Education Degree: Bachelor's or Master’s in Computer Science, Data Science, Information Technology, Social Sciences, or a related field.

Experience: Minimum 5 years of experience in data management, preferably in humanitarian, legal, or archival sectors.

Arabic: Excellent

English: Excellent

French: None

Reporting Line:
Reports directly to the Executive Director of the National Commission for the Missing and Forcibly Disappeared.
