I. INTRODUCTION

The Lebanon Reforestation Initiative (LRI) is a Lebanese NGO registered at the Ministry of Interior and Municipalities under no. 1186 on 18 June 2014, which aims to expand, manage and protect Lebanon’s forests and landscapes through a community-based approach. We work on building resilient communities to environmental threats, increasing environmental awareness and education, advocating for forest conservation, and advancing research in the forestry field.

II. TASKS AND RESPONSIBILITIES

The Field Officer is expected to perform the following duties:

a. Region Coordination:

  • Act as the main point of contact for the contractor responsible for executing activities in the Bint Jbeil-Hasbaya area, and all the parties engaged in the area: Green Plan, farmers, municipalities, workers.
  • Coordinate with the contractor to ensure timely implementation of project activities, adhering to the project schedule and quality standards.
  • Conduct regular field visits to monitor project progress, identify challenges, and provide necessary guidance and support to the contractor.
  • Conduct in coordination with the project manager periodic assessments of the implementation, identify areas for improvement, and suggest corrective measures to enhance project outcomes.
  • Establish and maintain effective communication channels with local farmers.
  • Organize regular meetings with farmers to address their concerns, provide necessary guidance, and ensure their active participation in the project.

b. Technical Implementation:

  • Ensure compliance with technical specifications and guidelines during the execution of project activities.
  • Supervise and monitor the technical execution of activities in accordance with the Green Plan/LRI technical guidelines.
  • Monitor the quality of construction work, and any other technical aspects related to the project.

c. Social Implementation:

  • Ensure compliance EIIP’s decent employment standards, including worker's rights, fair recruitment practices, and timely payment of wages.
  • Collaborate with the contractor to establish and maintain a safe working environment, adhering to occupational health and safety (OSH) standards.
  • Conduct regular inspections of the worksite to identify potential safety hazards and implement corrective measures to mitigate risks.
  • Monitor the working conditions and welfare of workers, ensuring fair treatment, equal opportunities, and adherence to labor standards.

c. Reporting and Documentation:

  • Prepare and submit regular progress reports, detailing the project's status, challenges, and achievements.
  • Ensure all required documents, such as daily activity reports, monitoring sheets, inspection requests, shop drawings, as-built drawings, are accurately completed and submitted within the specified deadlines by the contractor.
  • Maintain a comprehensive and organized filing system for all project-related documents, ensuring easy retrieval and reference.

III. REQUIREMENTS

The Field Officer should possess the following competencies, skills, and experience:

a. Educational Background:

  • Bachelor's degree in agriculture, environmental science, engineering, or a related field.

b. Experience:

  • At least 5 years of experience in project coordination or field management roles.
  • Demonstrated experience in coordination with contractors and managing field activities.
  • Familiarity with agricultural infrastructure projects and sustainable land management practices is highly desirable.

c. Skills:

  • Strong organizational and multitasking skills to manage multiple responsibilities effectively.
  • Excellent communication and interpersonal skills to interact with contractors, farmers, and project stakeholders.
  • Sound technical knowledge related to agriculture infrastructure, and construction activities.
  • Proficiency in preparing reports and maintaining accurate project documentation.
  • Problem-solving abilities and the capacity to manage large scale projects.
