Main Role

The MS Planning, Monitoring, Evaluation and Reporting (PMER) Coordinator will be in charge of managing and overseeing the overall monitoring and evaluation framework of the Sector while ensuring that the objectives and targets of different projects are being met. S/he will also be in charge of ensuring a high quality, timely and smooth internal and external reporting in addition to overseeing the development of relevant working guidelines and processes.

 

Essential Roles and Responsibilities

  • Participate and contribute to the overall MSS Strategy planning and implementation.
  • Lead on setting and developing monitoring and evaluation processes including but not limited to the Theory of Change, logical frameworks, and MEAL plans based on the LRC system.
  • Ensure that the different MS projects have a clear M&E plan and an annual work plan that are updated when relevant.
  • Coordinate the design and implementation of monitoring and evaluation approaches (baselines, endlines, outcome monitoring, mid and end of project evaluations) based on the LRC system. 
  • Conduct field monitoring visits to monitor the implementation of MS interventions using pre-defined criteria while assessing the quality and the progress of the projects.
  • Ensure that the M&E team is following up and meeting up with internal and external reporting guidelines and deadlines and provide relevant guidance and feedback.
  • Ensure that project objectives and targets are being met.
  • Document and circulate case stories, case studies, lessons learnt and best practices on MS interventions.
  • Ensure that data management and clear information flow between the Field and the M&E team is in place.
  • Develop Standard Operating Procedures (SOPs) for the various working streams of the Sector.
  • Perform literature review on new tools, approaches and methodologies and discuss their usability within MSS based on the LRC system.
  • Coordinate with the Coordinators for identifying gaps and potential improvement channels.
  • Follow up on the performance of the M&E team and proactively seek for solutions for improvements.
  • Conduct coordination meetings with the M&E team for setting the objectives, division of tasks and responsibilities and identifying any setbacks.
  • Build and strengthen the capacity of MS team for producing effective, timely, and high quality reports.
  • Coordinate developing project documents and tools such as concept notes, proposals, work and action plans.
  • Ensure liaising with relevant internal and external stakeholders on MS PMER interventions.
  • Represent the MSS in PMER meetings with partners, donors, international and national actors, in technical PMER meetings.  

Function Specific Experience

  • Experience in social/ health programs: needs assessment, awareness raising, community based-approach
  • Experience in working with teams and working under pressure
  • Previous experience as an LRC volunteer is an asset
  • Experience in Project Cycle Management is an asset
  • Report writing skills and computer skills (Microsoft office)

Industry Related Experience

  • Previous experience in working with NGOs
  • Previous experience in data management
  • Previous experience in coordinating monitoring and evaluation  
  • Previous experience in working in emergencies
  • Knowledge of the Geographic Information System in an asset
