General Purpose of the Position

The Regional Information Management Officer supports the mission of JRS in the Middle East and North Africa by developing, enhancing, and supporting the practices of information management at the MENA country and regional level. This officer leads the design, management, and improvement of information management systems in order to facilitate accountability, reporting, analysis, and decision-making at the regional level. 

Works directly with: Regional Director, Regional and Country Monitoring & Evaluation Officers, Regional Heads of Programmes, Regional Programmes Officers, Regional Information Technology Officer, Country Information Management Officers (where applicable), and Country Directors otherwise.

Main Responsibilities of the Position

A. Information Management Coordination and Collaboration

  1. Works with Regional Director and Regional M&E Officer to develop an information management strategy, accounting for current information management needs and gaps;
  2. Develops standardized information management policies and data systems across the countries in the region to ensure consistency and coherence;
  3. Develops tools and methods to ensure data quality, in coordination with country M&E officers;
  4. Organizes collected data for easy consumption by regional officers for the purposes of strategic decision-making;
  5. Keeps abreast of new technologies and products that could enhance data collection and analysis practices;
  6. Collaborates with Regional Programmes Officers to analyse and manage data from their respective countries;
  7. Contributes technical support and data to JRS quarterly, six-month, and annual reports at the regional level;
  8. Collaborates with the Regional Head of Programmes for Quality and Innovation as well Regional Head of Programmes – Grant Management to identify, obtain, and manage necessary data for analysis and decision-making.

B. Capacity Building and Development

  1. In countries that have their own Information Management Officer:
    1. works with that officer to determine best practices for information management within the country, including information flow, data collection, information security, etc.;
    2. identifies areas of growth for the officer and helps identify resources (online classes, books, workshops, etc.) to address those needs.
  2. In countries that do not have an Information Management Officer:
    1. works with country M&E officer and country director to establish and enhance best practices for collecting and analysing data;
    2. assists country director with recruiting or identifying internal candidates for country Information Management Officer, if budget/headcount allows.
  3. Travels to country and project offices to survey and document existing data collection processes, identifies weaknesses, and develops plans for improvement at the country and project level.
    1. prepares and conducts trainings and workshops on new technologies and methods as appropriate;

C. International IMS Work

  1. Coordinates with regional/country teams developing information management systems to have working knowledge of their systems’ current status, roadmap, and general capacity.
  2. Facilitates and monitors rollout of new information management systems in other countries.
  3. Works with International Office task force developing the JRS-wide IMS:
    1. advises and gives feedback based on experiences with country and regional offices;
    2. represents MENA regional interests in the development and rollout process.

D. Availability

Undertake any other duties as assigned by the Regional Director that are within the ambit of the position.

Qualifications, Skills, and Personal Attributes

  • Compassion and strong commitment for refugees and other displaced people;
  • Bachelor’s degree in IT, project management, statistics, public administration, or related field;
  • At least 3-4 years of relevant working experience in the area of IT or project management;
  • Excellent analytical skills (data and statistics) combined with a proactive, energetic approach to problem-solving;
  • Capacity to take initiatives and bring innovative ideas;
  • Proficiency with Microsoft Office applications (especially Excel), statistical software (SPSS, STATA) and data visualization tools (Power BI, Tableau);
  • Experience with programming languages (Python, R) and other data analysis tools is a plus;
  • Ability and willingness to frequently travel to JRS project sites (Lebanon, Iraq, Jordan, and Syria) and adapt to modest living and working conditions;
  • Fluency with written and spoken English is required;
  • Familiarity with other regional languages (Arabic, French) is a plus;
  • Ability to write and edit reports in English within deadlines.
