Background:
The International Rescue Committee (IRC) founded in 1933 is an international organization specializing in emergency and humanitarian programming. In January 2014 as part of IRC child protection programs, the IRC began implementing a specialized project which serves at-risk and vulnerable working children in child labor, including in its worst forms (street, mechanics, and construction). Service provisions include providing psychosocial support and case management services for street and working children in Mount Lebanon, Tripoli, and Bekaa.
Scope of Work:
The Child Protection Facilitator will implement community-based psychological support and Psychological First Aid activities. The overall objective of this role is to support the IRC CP team in providing timely and effective assistance to internally displaced people (IDP) and their children during emergencies. The facilitator will work closely with the school and shelter directors, local and community leaders, and relevant stakeholders to promote a safe and supportive environment for children in the areas of displacement.
The PSS Facilitator is responsible for:
- Delivering tailored Psychosocial Support activities to Children aged 6 – 17 years old.
Deliverables:
- Conduct the Community-based PSS to the displaced children and adolescents in chosen schools/shelters or centers.
- Provide the Psychological First Aid to children and caregivers (PFA)
- Conduct risk mitigation and awareness sessions
- Responsible for technical supervision and coaching of Community Volunteers.
- Conduct additional awareness sessions and community events as per beneficiary needs, and Parenting skills tips for caregivers conducted as per the IRC and CP standards.
- Data collection and outreach, if necessary and based on the request.
- The facilitator will also be working on identifying high-risk cases and referring to case workers when needed, as well as children and families who can benefit from other service provisions in coordination with the school focal point or helpdesk.
How to achieve deliverables?
- Outreach and Safe Healing & Learning Spaces-
- Create a warm, welcoming, and inclusive environment for children who attend the IRC activities.
- Develop and help maintain a positive team culture.
- Lead the smooth running of the PSS sessions, report challenges & propose solutions;
- Administer pre/post-M&E questionnaires in all locations of the specific intervention standardized protocols accordingly and ensure reporting is completed on a timely basis;
- Access to services.
- Systematically disseminate information related to services, and protection concerns & promote the well-being of clients through well-organized information sessions and facilitating referrals (when needed).
- Ensure families have access to disseminate information, materials, and NFI’s as and when required.
- Identify and refer cases of children exposed to abuse to the case management team.
- Set up a weekly plan for the activities as per program request and follow up with the assigned volunteers.
- Monitoring and Evaluation Responsibilities:
- Ensure responsibility for the monitoring and reporting of the M&E tasks of the psychosocial intervention and - when delays occur flag concerns/challenges.
- Assume full accountability for documenting Trends & Incidents of violence on daily basis.
- Document activities and or incidents that are beneficial for IRC to learn from.

Requirements:
- Technical diploma or degree in animation, social work, or related degree preferred.
- Experience in conducting psychosocial activities and learning sessions for children.
- Ability to effectively communicate with volunteers/stakeholders/CBOs/etc. Ability to effectively coordinate with various parties, internal and external.
- Reporting and database entry skills (basic Microsoft Word and Excel);
- Demonstrate understanding of working in challenging situations.
- Familiar with working for an NGO/ humanitarian organization preferable.
- Personal qualities: communicative, flexible, network-builder, able to handle pressure well and work in cross-cultural settings.
- Fluency in written and spoken Arabic, and English-speaking is a plus.
