BACKGROUND TO IRC

The IRC Women’s Protection and Empowerment (WPE) program established two static Women and Girls safe spaces in addition to mobile safe spaces in Akkar and Bekaa/Balbaak Governorates to respond to and prevent Gender Based Violence (GBV).  The WPE Program aims at increasing access of women and girls to psychosocial and case management services and enable communities to identify and mitigate safety and security risks faced by women and girls. All programming is implemented using survivor-centred approaches that prioritize confidentiality, dignity, safety, and respect.

 

JOB OVERVIEW

The Capacity Building and Partnership Officer will be responsible for the development and implementation of capacity building plans to increase IRC’s staff and its local partner’s knowledge and skills to deliver quality GBV response and prevention services. He/she will act as the main focal point for the local partner IRC will identify and work with for the duration of the project and will monitor the progress of capacity building efforts to ensure they are able to deliver quality GBV programming by the end of the year. The Capacity Building Officer will also support nation-wide capacity strengthening activities aimed at GBV and non GBV actors on a variety of theme related to gender and GBV core concepts in addition to curricula focusing on the protection and empowerment of women and girls as well as community engagement.

 

MAJOR RESPONSIBILITIES

 

Training & Capacity Building

  • Contribute to the development of training and learning modules and mentoring and coaching tools
  • Facilitate trainings in technical development topics, including GBV case management, GBV core concepts, adolescent girls programming, Arab Women Speak Out, PSEA, ESG, RAR, community mobilization, reporting for IRC staff and local partners etc…
  • Ensure that all necessary requirements to ensure a successful training session are prepared in a timely manner including material, equipment, venue and transportation in coordination with the Admin Officer.
  • Brief and update IRC’s staff in partnership principles and effective partnering strategies
  • Develop and adapt training materials (handouts, presentations, etc.) and tools to monitor effectiveness of trainings, including pre and post-tests
  • When needed, work on updating training material, modules and tools, develop facilitation guides.
  • Ensure proper documentation of all training and capacity building session, keep track of the attendance sheets, training reports, training tracker and fill in the training database for trainings.
  • Send the follow up survey email to participants. Keep track of the participants’ emails.

 

Partnership development & management

  • Participate in the mapping and assessment of local partners working in the target area
  • Maintain regular contact as the focal point with local partner to establish a relationship based on trust and reciprocal respect and to ensure their regular involvement in IRC’s activities
  • Conduct regular coaching and mentoring sessions with local partner staff and mobilize other IRC’s team members to provide technical input and expertise.
  • With the support of the Capacity Building Manager, develop a capacity building plan based on the analysis of the needs assessment and discussions with  of local partner’s
  • Utilize agreed tools to monitor quality of implementation by local partners and provide recommendations to address gaps
  • Develop work plans and benchmarks with local partners.
  • Ensure proper documentation for all local partners’ activities.
  • Support Sub grantees during administrative and reporting processes, including recruitment of staff, submission of financial and narrative report to ensure adherence to IRC’s standard and build capacity of local partner
  • Provide feedback to WPE Manager on how to best support local partner’s capacity building process
  • Provide feedback to local partners focal points on the capacity building process
  • Work closely and coordinate with the Capacity building Manager and the WPE Manager

 

Other

  • Other duties as assigned by the supervisor to enable and develop IRC programs
  • All IRC staff is required to adhere to THE IRC Way Standards for Professional Conduct and the IRC country employment policies.

JOB REQUIREMENTS

  • Bachelor Social Work,  Psychology, Science in Social Science, Public Health, Human Rights or other related field
  • 1-2 years professional experience in Protection or gender/GBV programming, preferably in an emergency context associated with capacity building roles or expertise
  • Clear understanding of gender, human rights, and issues surrounding violence against women and girls.
  • Solid knowledge about capacity building approaches and working modalities
  • Demonstrated experience facilitating trainings and workshops
  • Experience coaching and mentoring staff/volunteers on technical topics
  • Proved facilitation and communication skills
  • Relevant experience working within a partnership agreement and/or a network including national organizations
  • Fluent in Arabic and English
  • Positive and professional attitude, including ability to work well in a team setting
  • Strong ability to organize work, meet deadlines, maintain composure, prioritize work under pressure, coordinate multiple tasks and maintain attention to detail.
  • Excellent computer skills including MS Word, Excel and PowerPoint
