Hereby, International Relief and Development, Inc. (IRD)-Lebanon is seeking quotations from eligible suppliers to rent 6 (Six) vehicles – class SUV(Kia Sportage or similar) in support of the activities within the UNHCR-funded projects in Lebanon. The vehicles will be rented for the period of up to 12 months, under the following terms and conditions:

- Unlimited in-country mileage

- Provision of necessary vehicle maintenance

- Replacement of vehicle and towing services

- Full insurance including all risk and obligator insurance covering loss and theft, collision damage, supplement insurance, etc.

- Brand new cars or 2015 models

- Mileage 50000 Km or below / Exchange for cars every 50000 km

The selected supplier will provide a contract template for clients. IRD reserves the right to negotiate the contract terms and conditions as to ensure compliance with IRD’s policies and procedures.

Note: Availability of offices and/or services in North Lebanon is a must

The bids must be delivered to the tender box in sealed envelopes by 14:00 hours Beirut time (GMT+2) on Monday, December 28, 2015at the following address:

IRD-Lebanon

Sodeco Sq., Block B, 1st Floor

Beirut-Ashrafieh

In addition to the address, envelops must be clearly marked with the bid’s reference as follows:

This Request for Quotations in no way obligates IRD to award a contract nor does it commit IRD to pay any cost incurred in the preparation and submission of a bid.

The suppliers are required to submit the following documents as Mandatory Requirements: Pass / Fail Criteria shall be applied whereas failure to provide the below documentation might lead to disqualification.

a) Company registration documents with the Government of Lebanon;

b) Certificate of registration issued by the commercial register (سجل تجاري).

c) Commercial circular issued by the bidder and authenticated by the commercial register (إذاعة تجارية).

d) Registration certificate issued by the Lebanese Ministry of Finance.

e) VAT registration certificate issued by the Lebanese Ministry of Finance if applicable.

f) Proof the bidder has been in business for more than 3 years.

IRD will select the supplier using the Lowest Price Technically Acceptable Procurement approach. The quotations submitted before deadline that include price, rental terms and conditions, as stipulated above, registration and company profile, shall be considered Technically Acceptable.

Potential suppliers are required to provide the price in the following format or similar:

IRD strongly recommends to all potential suppliers to include any unforeseen costs, as well as discounts in their submissions, whereas no price negotiations will be possible after the bid submission.

IRD reserves the right to accept the whole or part of any bid.

Depending on the availability of funds, IRD may increase or decrease the monthly number of rented vehicles as per the unit cost offered for each vehicle.

It is IRD’s Policy that no gifts of any kind and of any value be exchanged between vendors/contractors and IRD personnel. Discovery of the same will be grounds for disqualification of the vendor/contractor from participation in any IRD’s procurements and may result in disciplinary actions against IRD personnel involved in such discovered transactions.
