The Nutrition Emergency Coordinator will provide coordination and strategic support to the National Nutrition Sector. This role is essential in ensuring the nutrition sector fulfills its core functions effectively and efficiently.

Responsibilities and Essential Functions

Supporting service delivery:

Analyze coverage and gaps in the nutrition sector and ensure there is no duplication.

Establishment and maintenance of appropriate humanitarian coordination with relevant partners

Strengthen pre-existing sectoral coordination by maintaining appropriate links and dialogue with national and local authorities, local civil society, and other relevant actors, respecting their respective mandates and program priorities.

Facilitate regular meetings agreed with the Nutrition Sector Coordinator ensuring that discussions are participatory and results oriented.

Ensure that the NGO partners of the sector are kept fully informed of the meetings and any decisions that may take place outside of regular Nutrition sector meetings.

Taking reasonable measures to proactively engage with and support local NGOs to participate in sector coordination and at each phase of the humanitarian Programme cycle, ensuring that the nutrition sector is informed by partners perspective.

Contribute effectively to intersectoral coordination fora and coordinate with other sectors, Government counterparts and relevant authorities (as appropriate) in planning, coordination, and operational activities, ensuring that the NGO community is contributing to and share responsibilities.

In the absence of the nutrition sector coordinator, represent the nutrition sector in external fora and perform the roles assigned by sector coordinator in close coordination with and reporting to the sector lead agency.

Inform HC/HCT’s strategic decision-making:

Prioritization, grounded in evidence-based needs analysis.

Support Nutrition needs assessments with the Nutrition partners and other sectors, but not limited to WASH, Health, education, food security and social protection.  

Participate actively in gap analysis priority setting reinforcing the complementarity of partner actions by avoiding duplication and gaps.

Contribute to development and updating of the Sector strategy, response plans for 2024 and beyond.

Informing strategic decision-making of the HC/HCT for the humanitarian response

 Plan and implement cluster strategies:

Support the application of standards by the sector partners.

Support in the development of appropriate guidelines, SOPs, and standards through appropriate coordination mechanisms such as a taskforce or sub-working groups.

Support technical working groups that will take the lead addressing the nutrition response.

Promote/support training and capacity building of nutrition sector partners, its personnel, and national authorities.

Monitor and evaluate response.

Monitoring and reporting on activities and need.

Measuring progress against the sector’s strategy and agreed results/log frame.

In coordination with the Information Management Officer, improve nutrition surveillance by collating routine national programme data, coordinate mapping of nutrition sector response.

Ensure adequate and relevant frequency of reporting and effective information sharing.

Reflecting the agreed minimum standards are in place and that all partners contribute on a regular basis to enable appropriate monitoring and evaluation and review the impact of the sector activities and progress against the Strategic Nutrition sector objectives.

Support upgrading the Nutrition Sector Dashboard in Lebanon.

Support in developing national Quarterly Nutrition Sector Bulletin.

Recommending corrective action where necessary.

Supportive Supervision, Monitoring and Evaluating Performance:

Monitoring and reporting on activities and need.

Measuring progress against the sector’s strategy and agreed results/log frame.

In coordination with the Information Management Officer, improve nutrition surveillance by collating routine national programme data, coordinate mapping of nutrition sector response.

Ensure adequate and relevant frequency of reporting and effective information sharing.

 Training and capacity building in Preparedness and Contingency Planning:

Build national capacity for contingency planning/preparedness for recurrent disasters.

Ensure adequate contingency planning and preparedness for new emergencies and seasonal adaptation of responses that reflect the actual and potential scale up capacities of all partners (local and international)

Support forecasting and maintenance of pre-positioned essential nutrition supplies to prevent supply pipeline breaks.

Support Robust Advocacy:

Support updating the nutrition sector advocacy strategy including the adjustment to the changing context.

Identify core nutrition advocacy messages including resource requirements and contribute to the broader advocacy initiatives.

Develop partners and donor contacts and represent the interests of the nutrition sector on the prioritization of needs and resource at national level.

Accountability to affected population.

Ensure protection and early recovery are mainstreamed and awareness of the different needs and capacities of women, girls, boys, and men of all ages, people with disabilities, and other diversity characteristics such as ethnicity and religion are informing what we do, how we do it, and with whom to promote meaningful access, safety, and dignity in all phases of the Nutrition sector response.

Support cluster members to ensure utilization of participatory and community-based approaches in assessments, analysis, planning, monitoring, and response.

Qualifications

Knowledge, skills, and abilities:

Strong Coordination Skills.

Good organizational skills.

Excellent communication and interpersonal skills.

Self-motivated and initiative taker. 

Good report writing skills.

Dynamic personality.

Proficiency in Microsoft Office.

Proficient in data management and analysis.

Fluency in written and spoken Arabic and English; French is a plus.

Experience

Minimum 2-3 years of work experience in nutrition program coordination or related roles.

Strong understanding of nutrition policies, frameworks, and best practices.

Experience working for an NGO preferred.

Working Conditions

The Nutrition Emergency Coordinator will be based in BML with field visits to areas when needed.
