Since 1998, IOM - the United Nations Migration Agency - provides Mental Health and Psychosocial Support (MHPSS) to migrants in need, including refugees and internally displaced people as well as to host communities in more than sixty countries, covering three main strategic objectives:

  1. Building the capacities of professionals, national institutions, international agencies, civil society organizations, etc.;
  2. Develop a network of MHPSS experts.
  3. Provide Psychosocial Support (PSS) services to migrant and crisis-affected populations.

In Lebanon, IOM implemented executive trainings with the Lebanese university since 2007 and a big number of participants from different local NGOs and ministries benefitted from the MHPSS capacity building programs implemented with the Lebanese university. In order to evaluate the impact of their training, IOM will recruit a consultant to evaluate the program, assess the impact and set recommendations based on the lessons learned, the challenges and the success stories.

The purpose of the assignment is to evaluate the impact of the training in the participants field work and experience as well as based on the objectives of the training, measure the achievements. The evaluation report will also include a series of key recommendations collected from the participants, their managers and the Lebanese university.  

Tasks to be performed under this assignment:

a)  Lead the evaluation process through exercises, such as desk research, focus group discussions, surveys, and/or key informant interviews (including interviews with participants, managers, Lebanese university, MoSA…)  

b) Analyze the evaluation results with IOM national officer.

c) Prepare the final report based on the findings, success stories, challenges, and lessons learned.  

Tangible and measurable deliverables:

  • Final evaluation report (including all the tools, list of beneficiaries) with a set of findings and recommendations.

· Advanced degree in international law/relations, social sciences or related areas relevant for the assignment; · Complementary studies in MHPSS studies will be an advantage; Other formal education relevant for the assignment; · At least 5 years of proven experience with similar assignments; · Proven experience in developing analytical works, preferably in MHPSS related fields; · Previous experience in conducting monitoring and evaluation in humanitarian settings. · Experience in working with international organizations and UN agencies is an advantage; · Strong analytical, writing and communication skills particularly in the field of interviewing; · Good command of oral and written English. · Demonstrate strong oral and written communication skills; · Respond positively to feedback and differing points of view; · Demonstrate / safeguard ethics and integrity; · Focus on result of tasks performed; · Demonstrate outstanding time-management and inter-personal skills · Facilitate and encourage open communication.
