Organizational Context
The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with a network of 192-member National Societies. The overall aim of the IFRC is “to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by National Societies with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.” The IFRC works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises. The IFRC is part of the International Red Cross and Red Crescent Movement (Movement), together with its member National Societies and the International Committee of the Red Cross (ICRC). The IFRC is led by its Secretary General, and has its Headquarters in Geneva, Switzerland. The Headquarters are organized into three main Divisions: (i) National Society Development and Operations Coordination; (ii) Global Relations, Humanitarian Diplomacy and Digitalization; and (iii) Management Policy, Strategy and Corporate Services. The IFRC has five regional offices in Africa, Asia Pacific, Middle East and North Africa, Europe, and the Americas. The IFRC also has country cluster delegation and country delegations throughout the world. Together, the Geneva Headquarters and the field structure (regional, cluster and country) comprise the IFRC Secretariat. The Swedish Red Cross (SRC) is embedded in the IFRC structure in Lebanon. SRC has maintained a presence in Lebanon since 2013 and has various projects in country in support of the Lebanese Red Cross and the Palestine-Red Crescent Society branch in Lebanon.
Job Purpose
The PRCS branch in Lebanon (PRCS-L) runs 5 hospitals and 8 clinics in 11 Palestinian refugee camps spread across the country. With the increase of COVID-19 cases in Lebanon, PRCS-L has started providing treatment and hospitalization to COVID-19 patients in two of its hospitals. PRCS-L operates in coordination with the Lebanese Red Cross inside the camps and is a key provider of secondary health care to the Palestinian population and others that reside inside the camps.
The Swedish Red Cross is looking for a Programme Manager to coordinate and manage health-focused grants implemented by PRCS-L. Based in Beirut, Lebanon, the PM works closely with its counterparts in PRCS-L, to follow up on project implementation and expenditure while also coordinating SRC’s technical support to PRCS-L the areas relevant to the respective grants. The PM also ensures compliance with the back donors’ requirements, reporting and various control measures.
The position is part of SRC’s International Department, Middle East and North Africa Unit (MENA). The PM reports directly to the Lebanon Country Representative (based in Beirut). The PM works closely with SRC’s regional finance team as well as other SRC based staff.
The Program Manager is responsible for the smooth running of all SRC projects with PRCS-L. The position requires a flexible and solution-oriented mindset. The PM is expected to spend most working days in the PRCS-L premises together with relevant counterparts and jointly conduct regular field visits to operational sites.
Job Duties and Responsibilities
1-Programme Management
- Assist PRCS-L in the rollout of the various projects and grants
- Assist PRCS-L in monthly and quarterly planning and follow up
- Support PRCS-L in the projects’ financial forecasting, revisions and follow up
- Support PRCS-L in managing and coordinating project activities (planning, implementation, monitoring, reporting and evaluation as well as financial monitoring)
- Ensure compliance with back-donor requirements and agreements including procurement, communication, audit, etc.
2-Representation and Communication
- Maintain a continuous dialogue with the PRCS-L branch management about projects’ achievements and challenges as well as the wider cooperation with SRC
- Coordinate, in coordination with the Country Representative, with other PNS with the purpose of optimizing technical and financial resources
- Liaise closely with SRC’s country representative in Ramallah on all significant developments
- Respond to requests for information from the SRC headquarters

Education
- Relevant academic education or work experience - required
Experience
- Previous RCRC Movement experience is a strong asset - preferred
- Experience in managing EU grants, applications, programs - preferred
- Minimum of 5 years experience in program and financial management - required
- Minimum of 5 years experience of working with NGOs - required
- Excellent command of Microsoft Office - required
Knowledge, skills and languages
- Strong analytical, diplomatic and negotiation skills - required
- Strong program management skills, including a track record of program management in Lebanon - required
- Strong organizational skills, with attention to detail and a proven ability to prioritize and effectively multi-task - required

- International Driving license - preferred
