INVITATION TO BID - SALE OF USED GENERATORS BY THE ICRC

The International Committee of the Red Cross (ICRC) is inviting qualified bidders to submit their best offers for the purchase of two (2) used generators and their diesel tanks (4,000L). The detailed specifications and conditions are as follows:

1. Overview of Sale:

  • The ICRC is offering for sale two (2) used generators and their diesel tanks (4,000L) individually or as a single lot. The generators are located in Zahle. The diesel tanks are located in the same sites as the generators.
  • The generators are of the make PERKINS, with capacities of 30 KVA and 45 KVA, respectively. The total odometer readings are 13358 and 15380 Hours, respectively. The generators were purchased in 2016 and 2021, respectively.
  • The generators and the diesel tanks are sold on an “as-is, where-is” basis, with no warranties, guarantees, or after-sales services. The ICRC does not accept any liability for the condition, performance, or suitability of the generators and the diesel tanks for any purpose.
  • The buyer will assume all potential risks and responsibilities associated with the purchase, ownership, use, and disposal of the generators and the diesel tanks.
  • The buyer will be responsible for obtaining all necessary permits, licenses, and approvals for the purchase, ownership, use, and disposal of the generators and the diesel tanks, in accordance with the applicable laws and regulations of Lebanon and any other relevant jurisdiction.

2. Terms and Conditions:

  • The sale is open to all interested and eligible bidders, subject to the ICRC’s due diligence and verification process.
  • The sale is conducted through a competitive bidding process, where the highest bidder will be awarded the contract, subject to the ICRC’s approval and acceptance.
  • The bid amount should include all associated costs, such as loading, transportation, insurance, installation, maintenance, and decommissioning, from the current physical location of the generators and the diesel tanks to the final destination specified by the buyer.
  • The buyer should factor in these additional expenses while calculating their bid amount and ensure that they have sufficient funds and resources to complete the purchase and delivery of the generators and the diesel tanks within the stipulated time frame.
  • The buyer should pay the full bid amount within 10 days of receiving the notification of award from the ICRC, in cash.
  • The buyer should collect the generators and the diesel tanks from their current physical location within 5 days of paying the full bid amount, after obtaining the necessary clearance and authorization from the ICRC. The buyer should arrange for their own loading, transportation, insurance, and delivery of the generators and the diesel tanks to their final destination. The ICRC will not provide any assistance or support in this regard.

The ICRC reserves the right to reject any or all bids without providing any reasons and to modify or cancel this ITB as deemed necessary, at any stage of the bidding process, without any liability or obligation to the bidders.

How to apply

All bids should be submitted by email or in sealed envelopes, indicating the bidder’s name, contact details, and bid amount for the entire lot. Bids should reach the ICRC on or before the closing date mentioned above. Late submissions will not be treated.

 

  • Electronic submissions are preferred. Please email your bids to: BEY_LOGTENDER_SERVICES@ICRC.ORG, with the subject line: “Bid for Used Generators by the ICRC”.
  • Physical submissions are also accepted. Please deliver your bids in sealed envelopes to: International Committee of the Red Cross (ICRC), Jeanne D’Arc 326 Building, Sidani Street, Hamra, Beirut, Lebanon, with the label: “Bid for Used Generators by the ICRC - Do Not Open”.

Submitting a bid in response to this ITB does not guarantee an award. The ICRC will evaluate all bids based on the criteria of eligibility, technical compliance, and financial competitiveness, and select the most advantageous offer for the ICRC. The ICRC will notify the successful bidder and the unsuccessful bidders of the outcome of the bidding process, within 30 days of the closing date of the bid. The ICRC’s decision is final and binding, and no appeals or disputes will be entertained.
