Description: 

Through INARA, USAID seeks to increase the supply of electricity generation at the community level and to increase the cost-effectiveness, eco-friendliness, sustainability, and reliability of power supply, while clarifying and strengthening the enabling environment for renewable energy-based electrical power generation.

The project will run for 5 years and started in September 2021. The position is based in Beirut, Lebanon. This position will start in December 2021 as a consultancy contract, and then shift to a full-time employee contract after a trial period contingent on performance and USAID approval.

Role and Responsibilities

Overview summary statement of position. The Senior Procurement and Grants Officer reports to the Director of Finance and Administration.

The position is responsible for the following:

  • Supporting compliance with the appropriate USAID regulations in providing procurement support for project staff and activities, ensuring accordance with IMC Worldwide policy and governmental regulations.
  • Assisting in developing the grants manual.
  • Monitoring contracts and purchase orders issued to vendors and follow up as necessary to ensure compliance to terms and conditions in coordination with INARA’s technical and operations teams.
  • Monitoring commercial vendor agreements as assigned.
  • Preparing the required approvals to ensure compliance with internal and external contract and policy requirements.
  • Conducting market research in coordination with the technical team
  • Ensuring grant management in accordance with relevant regulations, including but not limited to reporting, audits, and performance monitoring in accordance with INARA policies and USAID regulations
  • Working directly with local, regional or international vendors, service providers, and subcontractors to obtain quotations and/or initiate procurements of requested commodities, works, and services. Liaise with vendors and subcontractors and serve as their point of contact throughout the procurement process: arrange bidder meetings, compile clarification questions from bidders and work with INARA’s technical team to prepare responses; coordinate evaluation committees, vet vendors and service providers, etc.

 

  • Coordinating with Subcontractors and Vendors on payment collection.
  • Assisting in Due Diligence and Vetting process.

Required Qualifications

  • Bachelor’s degree in Business or related field.
  • At least 3 to 5 years Procurement experience on USAID projects or similar donors.
  • Previous work experience in USAID projects in Lebanon.
  • Experience in managing small grants portfolio.
  • Good communication skills – verbal and written Arabic and English.
  • Proactive in anticipating problems and promoting the function.
  • Ability to work with diverse teams in a fast-paced environment
  • Experience with USAID procurement mechanisms, such as subcontracts and grants, and familiarity with relevant USAID rules and regulations preferred.
  • Well organized and self-directed individual with sound technical skills, analytical ability, good judgement, and high ethical standards
