Welthungerhilfe has field offices in Azaz, Afrin Idleb, as well as Ankara, Istanbul, Hatay and Mardin. The Syria Response program includes food security, WASH services, Shelter and NFI services, protection, early recovery and livelihood.

Senior Security and Liaison Expert - National*

in Beirut 

 

The position is to be filled by June 1, 2024, Service location will be Beirut, Lebanon

 

 

Your responsibilities

 

Security Management Duties 
The Security and Liaison Expert is responsible for overseeing the implementation and the review of security management plans and the standard operating procedures, ensuring a permanent monitoring and assessment of the security situation in country. S/he will also advise the in-country Security Responsible on all issues of safety and security and provide appropriate security training and mentoring for staff and partner organisations.
•    Carry out context and security risk analyses
•    Analyse, prepare, document and report security-relevant information.
•    Prepare and implement security plans, standard operating procedures and contingency plans
•    Oversee adherence to security-relevant aspects during planning and implementation of projects.
•    The post holder works together with individuals in charge of programmes and projects and supports the integration of security concerns into programme and project planning and the on-going processes of programme implementation
•    Advise on the so-called red flags and support or perform humanitarian access negotiations
•    Develop a solid approach in the comprehensive implementation of Risk Sharing with partners
•    Assist the projects in Lebanon in adapting security management to local conditions and ensures that existing security plans and guidelines are consistently adhered to by all employees.
•    Act as a key member of the Crisis Management Team ensuring crisis protocols, safety policies and procedures are implemented and adhered to during crisis situations
•    Provision of technical support for project personnel in the area of security management
•    Advise on the budgeting of security-relevant measures
•    Develop and maintain a security network with local authorities including, but not limited to, UN, NGO’s and civil society groups and represent Welthungerhilfe in these national/regional security networks in coordination with the Security Responsible
•    Organise security training for national staff and partner organisations. Adjust and enhance curricula according to the changing framework conditions in coordination with the Security Advisor at the regional and/or head office
•    Conduct security briefings for each new member of staff and international visitors
•    Technical preparation for visits (journalists, employees from head office, representatives of donors etc.), considering the security plans and current security situation.
•    Performs other security related tasks which arise during the course of the assignment
•    Provide frequent security reports/updates as requested 
•    Liaise with the security service provider for incident tracking and analysis purposes
•    Ensure Incident Reports are submitted in a timely manner

Liaison duties:
•    Ensure external representation and represent WHH and liaise with national and local authorities, (I)NGOs, partner agencies, and other relevant stakeholders. 
•    Develop, maintain and/or reinforce a network with different representatives from local institutions and the respective administrative services
•    Coordinate administrative and program issues with national and local authorities
•    Be the focal point for problem solving regarding programmatic and administrative issues with the different stakeholders with the support of the Area Manager
•    Translate, depose, follow up and obtain legal administrative documents related to the implementation of programs in collaboration with the different technical departments
•    Follow up on MoUs with national and local authorities and local partners
•    Participate to official meetings when requested and meet regularly key interlocutors
•    Anticipating and inform the Area Manager in case of major changes in administrative procedures (authorisations etc.) and/or concerns related to program implementation
•    Brief new and other relevant staff on authorities/local institutions and the local/political environment
•    Liaise with WHH staff of other departments to exchange detailed, substantive information and coordinating external relations and actions necessary to achieve the set work goals
•    Monitor press and media on a daily basis and provide a summary of the main headlines to the Area Manager
•    Perform other security related tasks which arise during the course of the assignment

Your profile

Knowledge/ Qualifications
•    Bachelor's degree or equivalent, additional formal security management training desirable
•    Minimal 3 years' professional experience working in security management in the humanitarian sector
•    Very good oral and written command of English and Arabic
•    Experience in project management for emergency aid or development co-operation Excellent organisational understanding 
•    Good analytical skills
•    Ability to cope in a dynamic and volatile context

•    Strong ability to manage and successfully conduct negotiations at different levels
•    Problem solving skills
•    Strong communication skills
•    Ability to work in a team
•    Ability to work with people from different ethnic and national backgrounds
