MAIN RESPONSIBILITIES

 

Leadership and Management:

  • With support from MEAL Manager, develop and implement comprehensive MEAL strategies that align with organizational goals and donor requirements.
  • Ensure that MEAL systems are robust, efficient, and integrated into the overall project cycle.
  • Assist in leading the development and maintenance of MEAL frameworks, ensuring they support strategic decision-making and organizational learning.
  • In collaboration with MEAL Manager in Lebanon and Program Manager, prepare the M&E Plan for on-going and new projects, including log frames, timeframe of activities, data collection methodology, and tools to be used.
  • Ensure close coordination and communication with the Regional Information Management Consultant to design project structures, tools, and reporting on the platforms including CommCare and Power BI.
  • Implementation and supervision of MEAL activities
  • Ensure the follow-up of project indicators by sampling, collecting and analyzing data, guaranteeing quality data and reviewing reports.
  • Support programs in conducting monitoring surveys (review methodologies and provide necessary trainings).
  • Maintain data management systems to operationalize program and MEAL strategies; a system that informs planning, implementation, monitoring and evaluation of the different projects, in collaboration with MEAL Manager.

 

Ongoing Project Monitoring and Compliance:

  • Monitor ongoing projects to ensure alignment with stated objectives and compliance with internal and external standards.
  • Detect challenges and instances of non-compliance, initiating timely corrective actions.
  • Assess the relevance of project activities to overall objectives and beneficiary needs.
  • Conduct several field monitoring visits to project sites to ensure that project activities are being implemented in accordance with the approved plan and are achieving their intended outcomes, while also detecting any deviations and issues that may require corrective action.

Data Analysis, Interpretation, and Communication:

  • Lead and oversee data collection efforts, both qualitative and quantitative, ensuring methodological rigor.
  • Employ triangulation and other advanced analytical techniques to ensure robust conclusions.
  • Communicate results effectively to staff, partners, and beneficiaries, ensuring transparency and fostering understanding.

Beneficiary Assessment:

  • Ensure beneficiary selection aligns with project objectives and selection criteria.
  • Regularly evaluate the impact of interventions on beneficiaries and adjust strategies accordingly.

 

Evaluating Outputs, Outcomes, and Facilitating Learning:

  • Measure project outputs and outcomes against predefined indicators.
  • Analyze results to understand underlying causes, fostering a culture of learning and continuous improvement.
  • Facilitate participatory "lessons learned" sessions, engaging various stakeholders to extract insights and experiences.

 

Stakeholder Engagement and Feedback Mechanism:

  • Develop and oversee responsive, inclusive, and confidential feedback mechanisms.
  • Engage stakeholders to gather feedback and integrate learnings into ongoing and future projects.

 

Learning and Knowledge Transfer:

  • Promote the documentation and dissemination of best practices and lessons learned across the organization.
  • Foster a culture of continuous learning and knowledge sharing.
  • Ensure that project experiences are captured and used to inform future projects and interventions.

 

Communication Strategy:

  • Develop strategies for effectively communicating project results to various stakeholders.
  • Collaborate with the Communication Department to disseminate results, success stories, and testimonials.

 

 

TASKS:

  • Collaborate with the Country Director and Program Managers to draft comprehensive M&E Plans for ongoing and new projects, detailing methodologies, tools, and timelines.
  •  Implement and supervise MEAL activities, ensuring integration of quality, accountability, and learning components.
  • Conduct regular field visits to monitor project alignment and goals, ensuring rigorous data collection and analysis.
  • Enhance organizational learning by producing detailed reports, guiding project design and implementation.
  • Represent Anera in relevant working groups and support the Communication Department in result dissemination.
  • Perform other tasks as requested by the Country Director.

 

QUALIFICATIONS:

  • Bachelor’s degree in social sciences, development, or a related discipline; a Master’s degree is highly preferred.
  • Formal training in monitoring, evaluation, and learning methodologies.
  • A minimum of 6 years of experience in developing and implementing M&E frameworks, with at least 3 years in a leadership role.
  • Extensive experience in data collection, triangulation, and qualitative and quantitative analysis.
  • Proven expertise in stakeholder engagement, ensuring participatory learning and effective communication.
  • Strong interpersonal skills and proficiency in English and Arabic.
  • Advanced analytical and conceptual skills.
  • Strong problem-solving skills.
  •  Ability to work effectively with diverse populations and stakeholders.
  • Strong presentation skills, capable of presenting evaluation findings through various mediums—data visuals (graphs), reports, and presentations.
