Background

Greenpeace MENA is committed to fostering an environment of integrity, accountability, and transparency. As part of this commitment, we aim to develop an independent integrity system tailored specifically to the unique socio-cultural and political context of the Middle East and North Africa region. This framework will encompass policies, a code of conduct, a complaint system, and an escalation process. Additionally, we are exploring the use of restorative justice as a tool for conflict resolution.

Objective

To establish a comprehensive integrity system for Greenpeace MENA that is contextualized, transformative, and fully accountable. This system will include the development of policies, a code of conduct, a robust complaint system, and an effective escalation process, with an emphasis on incorporating restorative justice practices. The integrity system must align with Greenpeace's global values and the existing Global Integrity Framework while being tailored to the MENA region.

Scope of Work

1. Assessment and Analysis:

Conduct a thorough analysis of the current integrity mechanisms within Greenpeace MENA and other relevant National and Regional Offices (NROs) as needed.

Evaluate how the existing system aligns with the socio-cultural, legal, and political contexts of the MENA region.

Identify gaps and areas for improvement in the current integrity framework.

Ensure the analysis leads to actionable insights for improving the integrity system, including proposing changes if necessary.

2. Development of Integrity Organizational Policies and Code of Conduct:

Develop comprehensive integrity policies that align with Greenpeace's global standards and are tailored to the MENA context.

Create a contextualized and transformative code of conduct for Greenpeace MENA staff, volunteers, and relevant stakeholders.

Integrate lessons learned from other organizations in the region that have implemented similar systems.

3. Design of Complaint System:

Develop a robust, accessible, and confidential complaint system for reporting integrity issues.

Create protocol guidelines for handling suspected integrity complaints: Formulate clear and comprehensive procedures that outline the steps for receiving, reviewing, and resolving complaints.

Ensure the complaint system is user-friendly, culturally sensitive, and aligned with Greenpeace’s global standards.

4. Establishment of Escalation Process:

Design an effective escalation process to address complaints and integrity breaches.

Develop clear guidelines for escalation, ensuring accountability and transparency at each level.

Ensure that Greenpeace International (GPI) is involved as a custodian in the escalation process and is kept aware of the system's creation and any updates.

5. Integration of Transformative & Restorative Justice:

Explore and incorporate restorative justice practices into the integrity framework.

Develop guidelines for using restorative justice as a tool for conflict resolution within Greenpeace MENA.

6. Training and Capacity Building:

Conduct training sessions for Greenpeace MENA staff and stakeholders on the new integrity system.

Develop training materials and resources to support the implementation of the integrity framework.

7. Follow-up and Impact Assessment:

Create a follow-up tool/system to ensure that measures taken after the closure of cases have a positive impact on the organization and its people, with a focus on fostering a culture of behavior change.

Propose an action plan to implement any necessary changes to the integrity system based on the analysis.

Establish indicators to monitor and evaluate the effectiveness of the changes, ensuring they contribute to the continuous improvement of the organization.

Deliverables:

Comprehensive integrity policies tailored to the MENA region.

A contextualized and transformative code of conduct.

A detailed design of the complaint system.

An effective escalation process with clear guidelines, including GPI's role as custodian.

Guidelines for the integration of restorative justice practices.

Training materials and resources for capacity building.

A monitoring and evaluation plan for the integrity system.

A follow-up tool/system to assess the impact of integrity measures and foster behavior change.

Coaching sessions on the integrity system for the Integrity Officer and Persons of Trust (POTs).

Qualifications and Experience:

Proven experience in developing integrity systems, preferably within the NGO sector.

In-depth understanding of the socio-cultural, legal, and political contexts of the MENA region.

Experience with restorative justice practices and conflict resolution.

Strong analytical and organizational skills.

Familiarity with Greenpeace International’s Global Integrity Framework and an understanding of why it needs to be contextualized for Greenpeace MENA.

Excellent written and verbal communication skills in English; proficiency in Arabic is highly desirable.

Ability to work independently and collaboratively with diverse stakeholders.
