1. Introduction

1.1 Background about the project

The Project “Improving the Quality and Attractiveness of Technical Vocational Education and Training (TVET) in Lebanon (QuA-VET project is funded by the German Ministry for Economic Cooperation and Development (BMZ) and implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH in partnership with the Lebanese Directorate General of Vocational and Technical Education (DGVTE).

The QuA-VET project aims to increasingly align vocational education and training in sectors with sustainable employment potentials with the needs of the Lebanese economy. Emphasis is placed on improving the partnership between vocational training institutions and the private sector, strengthening human resource capacity in vocational training institutions, and developing practice-oriented training programs. The target groups of the project are young people, unemployed and underemployed adults who want to improve their employment prospects through qualifications relevant to the labour market.

The project sets out to support the Directorate General for Vocational and Technical Education (DGVTE) in involving the private sector in vocational education and training. This concerns the establishment of school advisory boards, curriculum development, teacher training and the expansion of practical elements in teaching.

1.2 In-Service training of key groups of TVET personel and collaborating companies

GOPA Worldwide Consultants is supporting GIZ to implement Output 2 “The personnel capacities of vocational training institutions and companies for labour market-oriented vocational education and further training in the supported sectors have been strengthened”. One of the key activities within this output is the development and implementation of In-service training courses for six (6) key groups of TVET personnel and collaborating companies:

  1. TVET school managers /directors
  2. TVET school teachers
  3. TVET school teachers with additional responsibilities (Head of theoretical lessons, Head of practical lessons, Head of workshop, Coordinators for work based learning – WBL)
  4. In-company trainers
  5. Assessor of job-related skills
  6. Examiners of didactical competences (  Experts for further developing and examining the methodological and didactical competences of TVET personnel)

This activity is fully in line with the objectives of the National Strategic Framework for TVET (NSF), building block 2 of the NSF which states: An improved Human Resource (HR) management system for the TVET sector is the main contributor to the quality of training, e.g. through…

  • Systematize competency-based recruitment and training for all instructors
  • Design or upgrade job descriptions for all TVET staff
  • Institutionalize a pedagogical training and certification for all instructors

Based on competence profiles, a Training Needs Analysis (TNA) was conducted among the personnel of the 14 pilot schools and cooperating companies, who are implementing the two (2) new, competence-based and modularized training programmes, developed by the QuA-VET project:

  • Specialization: Industrial Mechanics (ميكانيك الصناعي), Sub-specialization: Maintenance of manufacturing machines in the light industry (صيانة آلات التصنيع في الصناعات الخفيفة)(Level Baccalauréat Technique - BT)
  • Specialization: Health inspection and food safety (الرقابة الصحية وسلامة الغذاء), Sub-specializations: Sanitation and food safety inspector, Food laboratory technician (Level Technicien Supérieur - TS)

Based on the findings from the TNA and the competence profiles, further training courses are currently developed and will implemented for the above six (6) key groups of TVET personnel, starting from October 2023.

After successfully participating in the further training, participants will be assessed (based on the assessment standards) in order to determine if they have the required abilities for effective work performance within the TVET system.

2. Overall organization of the training programs

According to the current status of planning, there will be 10 In-service training programmes for the different target groups, with a total of 720 hours.

  • 50% of the training will be implemented during Face-to-face session (F2F), to be conducted on Fridays and Saturdays.
  • The other 50% will be delivered as Distance Learning

The number of participants in the Face-to-face session (F2F) will be between 14 and 20 persons.

3. Requirements and selection criteria for Trainers

The trainers to be contracted for the in-service training should meet the following criteria:

3.1 Education

  • University Degree (Bachelor/Licence or Master), preferably in Engineering, Business, Economy, Education, Humanities, Social Sciences, or similar, related to the training to be delivered
  • Alternatively, trainers must have a TVET diploma (at least on TS level) plus 5 additional years of general professional experience

3.2 Professional Experience

The required General professional experience and the required Specific professional experience of the trainers are defined according to the requirements of the respective training areas (see 5.4 below).

3.3 Language skills

  • Excellent command of Arabic (at C2 level)
  • Knowledge of English, C1 in the Common European Framework of Reference for Languages

3.4 Experience in Development Cooperation (CD)

Experience in working on DC projects is an asset

3.5 Other Requirement

  • Excellent communication and presentation skills
  • Excellent mastery of interactive and student-centred training methods
  • Proficiency in the use of MS Office

4. Training of Trainers (ToT)

The selected trainer will be invited / requested to participate in a series of training of trainer (ToT) sessions before the actual delivery of the In-service programs starts.

During this ToT, a joint methodological training concept as well as of sample learning- and teaching materials will be developed.

These sessions will be facilitated by National Senior Short Term Experts.

5. Training topics,target groups and required professinal experience of the trainers

Training topics to be covered in the module, the target groups of the training and the required professional experience of the trainers for this training area are described below in more details.

Remark: The topics to be trained are tentatively. They might by slightly changed / adapted during the ToT.

5.4 Professional experience required

General professional experience:

  • At least 5 years of professional experience, related Work Based Learning, in the TVET sector or as in-company trainer
  • 2 years in delivery of short-term courses (at least 50 training hours facilitated)

Specific professional experience:

  • Training and/or coaching experience in Work Based Learning
  • Familiarity with TVET sector is a must
