THE PROBLEM

There are around 60,000 stateless people in Lebanon. The majority are either of Lebanese origin or are Lebanese but did not confirm their nationality. 

The majority of stateless persons currently residing in Lebanon are born in Lebanon of Lebanese ancestry or parents but were denied an identity either for administrative reasons (not registering their births in time) or historical reasons (their ancestors evaded/ did not register in the census in 1932 for different reasons). 

The situation of the stateless persons in Lebanon is quasi completely ignored by the Lebanese authorities.  In addition, the majority of the Lebanese people are also not aware of the existence of stateless persons in Lebanon. For those who know, the majority do not sympathize with them. Why? Because to them, a ‘stateless’ person means non-Lebanese such as nomads, Kurds, Syrians or Palestinians. To them, the ‘stateless’ are simply not wanted.

But what if we tell them that many of these individuals are actually of Lebanese origin and, regardless of their origin they are human beings and they must enjoy basic and fundamental rights like them?

TERMS OF REFERENCE

To support Ruwad Al-Houkouk FR efforts, we are seeking a videographer/producer to conduct a series of 3 short videos on stateless people in Lebanon.

The 3 short videos will be produced to raise awareness about the stateless community in Lebanon and showcase Ruwad Al-Houkouk FR's activities.

The videographer/producer is expected to undertake the following tasks and ensure deliverables:

- Develop the video’s concept and storyboard, based on a script outline.

- Narrate, edit and produce a high-quality version of the scripted video based on scenes and interviews conducted and other collected material. 

- The video may include facts and figures (infographics).

- Each video shall be no less than 60 seconds and no more than 120 seconds long. 

- The videographer/producer should commit to delivering the 3 videos.

- Provide Royalty free music and sound effects as needed.

- Provide 2 versions of the final video with Arabic and English subtitles.

- To submit all deliverables (following milestones agreed upon with the organization) within 60 days from the contract date.

QUALIFICATIONS

- A minimum of 5 years of experience in documentary filmmaking, videography or production.

- Ability to provide a showreel of previous work including the role (director, producer, camera operator, …)

- Ability to provide a list of previous relevant work (mini-docus, work with - non-governmental organizations,...)

- Good project planning and management skills to ensure the delivery of high-quality work while committing to the project timeline.

- Good communication and coordination skills

- Integrity and fairness

- Ability to deal with sensitive cases and confidential information

- Ability to work under pressure

- Ability to start immediately

Ruwad Al-Houkouk FR will provide the selected applicant with relevant information and resources on the subject. After discussing the profile of characters that will appear in the videos, Ruwad Al-Houkouk might provide access and contact details to the chosen profiles. (for example lawyers, experts, stateless persons)
