SOLAR PROVISION AND INSTALLATION OF GENERATOR AND SOLAR PV SYSTEM FOR THE LEBANESE CENTRAL INSPECTION AND PUBLIC PROCUREMENT AUTHORITY BUILDING, VERDUN-BEIRUT

The project entails installing a 60 kVA prime generator, an 88.74 kWp PV solar system, and 120 kWh Li-iron Phosphate battery storage across various areas such as rooftops and terraces. These systems will facilitate net-metering capability to power the Central Inspection (CI) and Public Procurement Authority (PPA) building load, operating alongside the facility generator or utility (EDL). Installation will take place on the rooftops and terraces of the CI and PPA building.

The project includes the provision of the following equipment:

  • Photovoltaic panels
  • Mounting  structures for Photovoltaic panels
  • Hybrid inverter
  • Battery Storage System
  • Earthing System
  • Integration of solar PV with the existing power sources
  • Balance of system components, including DC/AC cabling, breakers, data cabling, junction boxes, switchboard, conduits, cable tray, clamps, etc.
  • 60 kVA prime generator
  • Variable Voltage Variable Frequency (VVVF) for the existing elevators
  • Scope of Work
  • The Contractor is responsible for installing a 60 kVA prime generator and providing a hybrid PV solar system of 88.74 kWp capacity, including design, supply, installation, testing, commissioning, training, documentation, operation and one-year maintenance. All components, accessories, labor, civil works and equipment must adhere to specified standards, with any deviation or use of equipment of lesser size or capability not accepted. The scope of work includes:

  • Site investigations and surveys, as required.
  • Developing a comprehensive system design.
  • Undertaking civil design and construction for mounting structures.
  • Verifying and adjusting the design as needed.
  • Providing a detailed description of the electrical PV system.
  • Managing permitting and securing approvals with all concerned authorities.
  • Constructing concrete bases and related civil works.
  • Providing on-site labor, equipment, and materials.
  • Installing PV modules and support structures.
  • Managing equipment transportation and storage.
  • Installing electrical panels, cabling, and connections.
  • Installing an earthing system.
  • Completing electrical installations and grid connections.
  • Testing, Commissioning, Performance Tests and Maintenance.
  • Control and supervision of the works.
  • Compiling project documentation, including operation and maintenance manuals.
  • Preparing a project close-out report and facilitating handover.
  • Project handover and final documentation.
  • Training client staff on system operation, maintenance, and troubleshooting.
  • Performing periodic maintenance for one year.
  • Other services as specified or necessary to complete the Project.
  • The scope also covers the supply of a generator, VVVF, PV modules, a hybrid inverter, battery storage systems, junction boxes, AC/DC distribution boards and cables, communication interfaces, and any other necessary equipment for system operation. Interconnection with the EDL grid and existing generators is required. Essential spares required for operation, routine maintenance, and equipment testing for one year is included.

  • Engineering scope of work
  • The Contractor is responsible for developing a detailed design that complies with local and international electrical, civil and PV standards, as outlined in the provided specification. This includes:

  • Design calculations and sheets.
  • Layout plans for PV modules, inverter and other equipment installation location plans.
  • Electrical grid and generators interconnection drawings.
  • Health and Safety Plan.
  • Detailed calculation notes for LV networks using certified software such as PVsyst, PVsol, Aurora or equivalent.
  • Structural calculation notes for the mounting structure (accounts for wind and snow loads).
  • Voltage drop calculations for all circuits and cables.
  • Detailed Single Line Diagram (SLD) for both DC and AC sides.
  • Schematic drawings showing PV panel power, inverters, combiner boxes, AC & DC distribution boards, along with structural drawings and foundation details.
  • List of alarms and fault codes with possible troubleshooting information.
  • Installation, operation and maintenance manual in English and Arabic.
  • No construction works shall start at the selected sites until the Contractor has prepared and had approved by Expertise France the workplan, submittals, shop drawings, deliverables manuals and technical specifications.

    The Contractor is required to submit a weekly progress report, including clear photos of the work completed, along with provisional schedule for the week after.

Bidders must confirm their attendance for the mandatory site visit scheduled from 10 AM to 02 PM between the 15th of September till 15th of October 2024 at the specified site. Failure to attend will result in automatic rejection of the bid. Bidders who fail to attend the mandatory site visit will have their bids automatically rejected. It is the responsibility of the bidder to ensure their attendance and to comply with all requirements related to the site visit.

At the end of the visit, a certificate will be given to the company and must be included in its tender file.
