The consultants are now invited to submit a completed Technical and Financial Proposal as per the standard templates and instructions available at this link http://www.ebrd.com/documents/procurement/single-stage-individuals-.docx. Interested Consultants should make themselves familiar with these Standard Templates, Standard Instructions and Conditions of Contract in preparation of their proposals.

1. The Technical Proposal shall be submitted in English electronically via eSelection not later than the Closing Date, as one single PDF file. The technical proposal should not exceed 4 pages excluding the Declaration Form and CVs (Form 1- TP 1 and Form 1 – TP 6).

2. The Financial Proposal (Form 2 – FP 1 and FP2) stating the daily fee rate only shall be submitted in English separately by email only to [email protected] . Consultants are reminded of the requirement to ensure the confidentiality of the Financial Proposals.
A Technical Proposal that contains elements of a financial proposal shall be declared non-responsive.
A Financial proposal submitted together with the technical proposals via e Selection shall be declared non-responsive.

Selection Method and Evaluation Criteria:
1. Technical Proposal Evaluation Criteria
(a) Expert’s previous experience relevant to the assignment (60%)
(b) Expert’s education (20%)
(c) Quality of the methodology proposed for the Assignment (10 %)
(d) Fluency in English and Arabic (10%)
Interviews
Following the evaluation of technical proposals received based on the criteria above, consultants who have scored 70 and above will be invited to attend an interview.

The Bank will consult with the consultant regarding the format (e.g. Skype call, meeting, conference call, etc.) and date of the interview at the time of the invitation. Please note that all and any costs incurred by the Consultant in connection with attendance to interviews will not reimbursed by the Bank.

The weights given to the Technical (T) and Interview (I) evaluation are:

T = 80, and

I = 20

Submissions will be ranked according to their combined technical (St) and interview (Si) scores using the weights (T=the weight given to the Technical; I = the weight given to the Interview; T+I=1) as following: Sti=St x T% + Si x I%.

The minimum technical score (St) required to pass is 70%.

EBRD intends to select and contract a consultant (the “Consultant”) for the Assignment.

The primary objective is to ensure that EBRD’s programme management, and reporting to DFID, is compliant with EBRD standards and the UK Government’s reporting requirements, as well as to coordinate and support the development and implementation of projects under the Programme.

The Consultant will be guided by the EBRD on the procedures and policies relating the grants administration and management within EBRD.

Consultant Selection Procedure: Single stage open competitive selection. Interested Consultants are invited to submit a Technical and Financial Proposal.

Consultant Profile: The Consultant shall be an individual with experience in grant funded project/programme delivery. The Consultant should demonstrate significant, successful experience in administering IFI/donor assignments of a similar nature in the region. The Consultant shall have a good understanding of infrastructure project delivery in the region. Previous experience working in collaboration with DFID would be an advantage.

The Consultant should demonstrate an awareness of the use of KPIs, risk analysis and VfM by donors/organisations with an aptitude for organisational and administrative tasks.
