Position Duties and Responsibilities
The COP leads the Activity, provides technical guidance to and supervises both international and national staff and consultants. The COP is the primary point of contact with USAID/Lebanon staff, including the Contracting Officer and Contracting Officer’s Representation (CO/COR).
Essential functions:
Serves as the main point of contact for the activity, provides vision, direction, leadership, and management for the contract; develops and oversees workplans and budgets
Provides technical, operational, and managerial oversight to all aspects of the Activity to ensure all activities and deliverables are executed with quality and timeliness
Establishes and maintains highly collaborative working relationships with USAID/Lebanon and USAID/Washington as required, along with relevant in-country stakeholders; serves as the primary point of contact for USAID and as the principal liaison with USAID staff, institutions, and country partners to exchange information and develop professional relationships
Manages the team, ensures technical capacity of staff; provides technical assistance and backstopping when required
Ensures that all activities are undertaken in full compliance with EnCompass’ standard operating procedures, USAID policies and regulations, and national policies and laws
Promotes sustainability of project activities with effective networking, linkages to other programs, capacity building of project staff, and institutional strengthening in support of localization
Ensures documentation and dissemination of findings, impact, innovations, and lessons learned
Engages fully as a member of the EnCompass staff team, including collaborating with the MEPL Home Office team, participating in staff meetings and other EnCompass events
Ensures optimal use of human, financial, and physical resources to successfully meet project milestones, objectives, deliverables and targets

Qualifications
Academic Qualifications
An advanced university degree in the relevant subject area is preferred, including academic coursework or concentration in International Development, program evaluation, measurement or program analysis or another relevant field
Experience and Skills
A minimum of ten (10) years of demonstrated relevant project management experience in developing countries is highly desirable
Minimum of five (5) years of experience in monitoring, evaluation, and learning (MEL) and/or capacity building preferred
Working knowledge of and experience with USAID-funded program management, policies, regulations, and procedures required
Demonstrated experience in implementing monitoring and evaluation programs required
Experience working with a diverse group of stakeholders, including donor/development organizations, government officials, civil society leaders, community leaders, and project beneficiaries is required
Demonstrated leadership, strategic thinking/planning, and management skills required
Demonstrated experience in evaluation methodology, statistical analysis, experimental and quasi-experimental design, and/or data collection and analysis required
Experience managing complex MEL tasks in a complex context is required
Experience mentoring staff and working with international and national consultants and staff required
Strong interpersonal and oral communications and presentation skills are required
Demonstrated experience in managing activity teams that have diverse backgrounds and skills is required
Demonstrated experience in non-permissive, conflict-prone or post-conflict reconstruction environments is required.
Experience in the Middle East is highly preferred
Familiarity with USAID/Lebanon is highly preferred
Experience working in performance management, strategic decision-making, and project learning highly preferred
Experience building monitoring, evaluation, and learning capacities of USAID staff, implementing partners, and government counterparts highly preferred
Strong familiarity with USAID CLA practices, M&E design and principles highly preferred
Experience with locally led development policy, approaches, or programs is highly preferred
Substantial experience managing a team of local specialists and international consultants preferred
Familiarity with Third-Party Monitoring preferred
Former supervisory experience is required
Excellent communication, both verbal and written English skills required, Arabic desirable
Ability to travel within Lebanon required
