Lebanon Economic Reform and Infrastructure Investment (LERII) Programme – Technical Assistance Facility (TAF)

Objective of the Programme

Lebanon Economic Reform and Infrastructure Investment (LERII) Programme is a 4-year FCDO-funded programme that will support the Lebanese Government in implementing economic reforms related to electricity, roads, water, waste management, PPPs, PFM, investment climate and macro-fiscal reforms. The overall outcome of the programme is to increase likelihood that the Lebanese government:

  1. Implements key economic reforms;
  2. Reaches agreement on the construction of key donor-financed infrastructure;
  3. And that such projects are successfully built and operated.

To achieve these objectives two type of delivery vehicles will be used:

  • Support preparation and investment in large infrastructure projects through the European Bank for Reconstruction and Development (EBRD). Delivery of this component will be linked to progress on economic reforms.

 

  • Technical assistance (TA) delivered through a flexible and adaptive facility managed by DAI to support Lebanese government ministries and agencies who are involved in direct planning and delivery of infrastructure and economic reforms.

 

Scope of Work

LERII-TAF is seeking the services of a graphics and layout expert to design and develop branding materials for the programme. The consultant is expected to design and develop word, powerpoint, excel and other templates. Additionally, the consultant is expected to develop a guideline tool kit, provide the team with training on the templates.

 

Tasks include:

  • Develop communication material templates for the programme such as, but not limited to, power point and reports standard, incorporating LERII-TAF logo and agreed colour scheme;
  • Design and package knowledge management products and other programme reports for printing and electronic distribution;
  • Improve and edit art-work, photos, charts and other graphic elements as and when required;
  • Custom photo editing (restoration, noise reduction, tonal adjustment) and lay-out;
  • Develop infographics using supplied data to present core messages and organise complex information into visual representations;
  • Other design tasks as needed by the programme;
  • Complete reports in line with UKAid’s branding requirements and within specified deadlines.

 

Requirements:  

  • The expert should have at least 6 years proven experience in designing reports, infographics, layouts, newsletter design and photo editing.
  • At least a university degree (Preferably in Arts and Design) or related fields from a recognised institution;
  • Strong theoretical and practical background in graphic design, including the use of design software such as Adobe Design Premium, In-Design, CorelDraw, web design tools such as Dreamweaver and Flash, and other design tools.
  • Show a clear and mature style of design, demonstrating an understanding of institutional communication requirements;
  • Proven experience of graphic production from start to published/printed product with knowledge of printing processes (offset and digital) and colour management;
  • Good understanding of new and evolving technologies and digital platforms;
  • Knowledge of standard software packages, including MS Office– MS Access–MS Visio –Adobe Acrobat.
  • Fluency in English and Arabic (written and spoken) 

 

Applicants will need to provide a relevant portfolio of their work. Sample from each: report, newsletter and infographic.

 

Supervision: The graphic designer will report to the MEL Manager or his/her designee.

Main office location: Beirut, Lebanon

Level of effort: Graphic Designer is expected to provide a fixed hourly rate excluding printing.
