1. Required qualifications, competences and experience

Qualifications

• Completed university degree in a relevant field such as social sciences, international development, public policy, law or related field

Professional experience

• 7-10 years proven professional experience in development cooperation and/or in the field of social protection systems, ideally in the context of Lebanon and its state institutions
• Sound knowledge of social protection policies and systems, in particular cash assistance
• Experience in project development, implementation and monitoring, including the ability to coordinate complex processes and achieve results
• Ability to work with various stakeholders, including government agencies, civil society organisations and international donors
• Excellent communication and presentation skills

1. Tasks & Responsibilities

• Advise and support government authorities, non-governmental organisations and other relevant stakeholders in the design and implementation of social protection.
• Analyse and evaluate steps needed to create one unified social protection system in Lebanon, with a special focus on the harmonization of National Poverty Targeting Programme (NPTP) and Emergency Social Safety Net (ESSN).
• Support drafting of legislation on social protection.
• Capacity building and training on social protection systems, including knowledge management.
• Support in the coordination between governmental entities, different donors and other relevant stakeholders in the field of social protection and related topics such as graduation to ensure smooth and timely flow of information.
• Act as central point of contact between governmental entities and respective development agencies, ensuring communication & smooth and timely flow of information.
• Collaborate with relevant stakeholders to develop strategic plans aligning government priorities with the objectives of respective development agencies.
• Promote knowledge exchange and dissemination of best practices between governmental entities and development agencies to enhance effectiveness and efficiency in development efforts.
• Prepare and conduct meetings and exchange formats between governmental entities and respective development agencies.
