Expression of Interest 83486584 Engineering Consulting Services for the Planning and Supervision of Small to Medium-Sized Construction Measures PN 21.1823.0-003.00 ACE

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is currently implementing its project Strengthening the Resilience of Smallholder Farmers, Micro-Small and Medium Enterprises (MSME) and Local Communities (ACE) in Lebanon. As part of this project GIZ intends to award a contract for Engineering Consulting Services for the Planning and Supervision of Small to Medium-Sized Construction Measures that might be Implemented in the areas of Chouf, Hasbaya, Bekaa and Baalbeck. The scope of work includes:

Design and engineering consultancy services for various types of projects, in the field of public works and infrastructure, water, renewable energy, agriculture and rehabilitation of existing facilities.

Provision of tender dossier and issue of the needed permits for each construction measure, following the Lebanese law and regulations.

Monitoring and supervision of the construction works during the implementation phase, ensuring commitment to work, high quality deliverables, cost monitoring and compliance with GIZ’s rules and regulations.

Tender procedure from invitation to tender until signing of contract is expected to take place between May and June 2025. Engineering consultancy and design work is expected to be performed and completed approximately within 1-2 months from signing of contract. The construction measures shall be implemented during 2025 until early 2026.

To qualify for consideration in the tender procedure, interested companies are required to submit the following information and documents for eligibility assessment:

1. Official letter expressing interest

2. Copy of company registration certificate

3. Company’s tax registration number at the Ministry of Finance.

4. Copy of a valid Permission to practice Engineering from the Ministry of Public Works.

5. EOI Questionnaire (A12), filled with the below information:

a. Company details including full company name, full address, phone and email

b. Company profile including number of employees (permanent / temporary in total) along with the number of professional staff qualified to perform the works, detailing their experience, qualifications and fields of expertise, each for the last three (3) years. The profile of the architectural / engineering team should include the following different areas of expertise as employees and/or subcontracted consultants:

Architect, specialized in designing community indoor and outdoor facilities, including landscaping; e,g: community halls, community social centers, public spaces, playgrounds, sports fields and gardens in the context of social recreational activities.

Civil Structural Engineer, specialized in designing and advising on buildings’ construction expansion, steel structure, infrastructure and public works.

Civil Hydraulic Engineer, specialized in designing and advising on water related construction measures and infrastructure such as water tanks, manholes, water basins and water networks.

Electrical / Energy Engineer, specialized in designing and advising on electrical works and renewable energy and energy efficiency systems.

Mechanical Engineer, specialized in designing and advising on MEP and HVAC related works in buildings, indoor and outdoor public facilities.

c. Annual total turnover for each of the last five (5) years, in US Dollars.

d. Five (5) reference projects completed with the last (5) years, including the project value, client and implementation timeframe: A maximum of 1 reference project for each of the following scope of work:

Rehabilitation and/or extension of existing facilities.

Preparation of energy studies, design and installation of solar systems with batteries (Minimum capacity of 20 kWp and 20 kWh).

Construction and/or upgrading of public spaces, sports facilities and other leisure outdoor facilities.

Construction and/or rehabilitation of public water infrastructure projects, e,g: sewer systems, domestic water network, irrigation projects.

Construction and/or rehabilitation of agriculture related infrastructure and facilities, e.g: greenhouses, germination rooms, storage cooling units.

6. Reference letters or supporting evidence for all projects listed in the EOI questionnaire. Each reference letter or evidence must include details matching those provided in the questionnaire, such as the project title, description, client, and the value of works completed.

7. Official financial statements as evidence of the annual total turnover for each of the last five (5) years, in US Dollars.
