Gender Mainstreaming Consultancy - Call for Proposals

DanChurchAid (DCA) is an international development organization with a presence in Lebanon since 2007, working towards saving lives, building resilient communities, and fighting extreme inequalities. DCA's mission in Lebanon is to address the unique challenges faced by marginalized groups and promote inclusive development. DCA Lebanon developed its new program strategy for 2023 to 2027.

In Lebanon, DCA focuses on providing humanitarian assistance and development programs to help communities affected by conflict, displacement, and poverty. The organization collaborates with local partners, civil society organizations, and other stakeholders to implement projects that aim to clear mines, cluster munitions, and explosive remnants of war (ERW), address urgent humanitarian needs of people living in Lebanon, improve livelihoods, enhance social cohesion, and support sustainable development efforts.

Role

The Gender Mainstreaming Consultant will be responsible for conducting a comprehensive gender analysis and audit of DCA Lebanon's programs and operations. As much of the work of DCA is focussed on national partners, their operations should also be considered.

The consultant will identify gaps and opportunities for integrating gender equality considerations and develop a gender strategy tailored to the specific needs of DCA Lebanon within the local social, political, and economic context. The consultant will also provide recommendations and support drafting an action plan for mainstreaming gender across DCA Lebanon's activities, including capacity-building measures and monitoring and evaluation mechanisms.

 

Duties & Responsibilities

Conduct a gender audit of DCA Lebanon's country program and operations.

Assess the extent to which gender equality concerns have been integrated in relevant areas of DCA Lebanon's approach, programs, and projects.

Develop a gender strategy for DCA Lebanon, considering the specific needs of the country office and the broader political environment.

Identify mechanisms to fully express gender mainstreaming within DCA Lebanon's operations and program practices, with a focus on enhancing the positions and conditions of women and girls.

Identify capacity gaps in program and operations and propose strategies to strengthen technical capacity at the country office and project implementation levels.

Make recommendations on addressing the identified gaps and ensuring that gender mainstreaming becomes a "living practice" in the programmatic approach and daily operations of DCA Lebanon.

Recommend specific capacity enhancement measures to be introduced across DCA Lebanon's operations.

Provide a detailed plan of action, including specific indicators, for implementing the gender strategy and making gender a non-negotiable agenda within DCA Lebanon. Include necessary capacity-building measures to realize the plan of action.
