Terms of Reference (ToR) for Drivers for the Union of Municipalities of Jurd El Kaytee, under the SWaM Project – COOPI:

Position: Driver

Project: SWaM Project

Location: Based in Akkar

Reporting to: Logistics/Admin Officer – Union of Municipalities of Jurd El Kaytee

1. Objective of the Position:

The Driver is responsible for ensuring the safe and efficient transportation of staff, materials, goods and waste. The Driver will also be responsible for vehicle maintenance, proper documentation, adherence to safety protocols, and supporting logistics and administrative tasks within the SWaM project framework.

1. Key Responsibilities:

Vehicle Operation & Safety:

• Safely operate project vehicles for staff and goods/ waste transportation.
• Ensure compliance with Lebanese traffic laws and Union’s internal safety regulations.
• Maintain accurate and updated vehicle logbooks.
• Ensure all safety equipment (first aid kit, fire extinguisher, spare tire, etc.) are available and functional in the vehicle.

Maintenance & Monitoring:

• Supervise and monitor regular vehicle checks and preventive maintenance.
• Coordinate with the relevant parties for repairs and servicing.
• Ensure all vehicles have up-to-date documents including insurance, registrations...
• Follow Union’s vehicle maintenance policies and procedures.

Fuel Management:

• Ensure proper use of fuel cards and avoid misuse.
• Monitor vehicle fuel consumption and prepare the monthly Fuel Follow-up report.
• Immediately report any irregularities in fuel consumption or anomalies to the Supervisor.

Documentation & Reporting:

• Maintain proper documentation for all Trucks-related activities, including invoices, service reports, and quotations.
• Report formally any accidents, misuse, or damage to vehicles.

Support to Logistics & Admin:

• Provide driving support during project activities and events.
• Support the Logistics and Admin departments in administrative tasks as needed.
• Assist in the transportation of project materials, equipment, and supplies.

1. Qualifications and Experience:

• Valid Lebanese driving license with at least 3 years of driving experience.
• Fluency in Arabic is required.
• Good knowledge of local roads and regions (especially the Jurd El Kaytee area and surrounding regions).
• The driver should be a resident of one of the villages in the Jurd El Kaytee area, which includes 15 villages (Ain Al-Dahab, Beit Ayoub, Beit Younes, Bzal, Chane, Fnaydek, Habchit, Houaich, Hrar, Khirbet Al-Jard, Michmich, Qabaait, Qornet Akkar, Qrayat, Sfaynet El-Qaitaa)
• Basic mechanical knowledge is an asset.
• Strong sense of responsibility and attention to detail.
• Flexibility, reliability, and ability to work under pressure.
• Strong team spirit and good interpersonal skills.
• Good physical condition and capacity to work early morning or flexible shifts.
• Basic understanding of safety and hygiene practices.

1. Working Conditions:

• Based in Akkar, with frequent travel across project areas covered by the Jurd El Kaytee Union of municipalities.
• Occasional long hours and weekend work may be required depending on project needs.
• Field-based position with frequent travel within the Union’s jurisdiction.
• Use of protective equipment (gloves, boots, safety vest) is mandatory during operations.
• Shifts may vary based on operational needs or emergencies.

1. هدف الوظيفة:

السائق مسؤول عن ضمان النقل الآمن والفعال للموظفين والبضائع/النفايات. كما يتحمل السائق مسؤولية صيانة المركبة، التوثيق المناسبللسجلات المطلوبة، الالتزام ببروتوكولات السلامة، ودعم مهام اللوجستيات والإدارة ضمن إطار مشروع SWaM.

2. المهام والمسؤوليات الرئيسية:

تشغيل المركبة والسلامة:

• قيادة مركبات المشروع بأمان لنقل الموظفين والبضائع/النفايات.
• ضمان الالتزام بقوانين السير اللبنانية وأنظمة السلامة الداخلية الخاصة بالاتحاد.
• الحفاظ على سجلات قيادة دقيقة ومحدثة.
• التأكد من توفر كافة معدات السلامة (عدة الإسعاف الأولي، مطفأة الحريق، إطار احتياطي، إلخ) وجاهزيتها في المركبة.

الصيانة والمتابعة:

• الإشراف على فحوصات المركبة الدورية والصيانة الوقائية.
• التنسيق مع الجهات المعنية لإجراء الصيانة والإصلاحات اللازمة.
• التأكد من أن جميع المركبات تحمل مستندات سارية مثل التأمين والتسجيل.
• الالتزام بسياسات وإجراءات الصيانة الخاصة بالاتحاد.

إدارة الوقود:

• ضمان الاستخدام السليم لبطاقات الوقود ومنع سوء الاستخدام.
• مراقبة استهلاك الوقود للمركبة وإعداد تقرير شهري لمتابعة الوقود.
• الإبلاغ الفوري للمشرف المسؤولعن أي مخالفات أو استهلاك غير طبيعي للوقود.

التوثيق والتقارير:

• الاحتفاظ بالتوثيق المناسب لجميع الأنشطة المتعلقة بالشاحنات، بما في ذلك الفواتير، تقارير الخدمة، والعروض.
• رفع تقارير رسمية في حال وقوع أي حادث أو سوء استخدام أو ضرر بالمركبة.

دعم اللوجستيات والإدارة:

• توفير الدعم في القيادة أثناء أنشطة وفعاليات المشروع.
• دعم قسم اللوجستيات والإدارة في المهام الإدارية عند الحاجة.
• المساعدة في نقل المواد والمعدات واللوازم الخاصة بالمشروع.

3. المؤهلات والخبرة:

• رخصة قيادة لبنانية سارية المفعول مع خبرة لا تقل عن 3 سنوات في القيادة.
• الطلاقة في اللغة العربية.
• معرفة جيدة بالطرق والمناطق المحلية (خصوصاً منطقة جرد القيطع والمناطق المجاورة).
• يجب أن يكون السائق من سكان إحدى قرى منطقة جرد القيطع، والتي تضم 15 بلدة:
  (عين الذهب، بيت أيوب، بيت يونس، بزال، شان، فنيدق، حبشيت، حويش، حرار، خربة الجرد، مشمش، قبعيت، قرنة عكار، قريات، سفينة القيطع)
• المعرفة الأساسية بالميكانيك تعتبر ميزة إضافية.
• شعور قوي بالمسؤولية والانتباه للتفاصيل.
• المرونة، الاعتمادية، والقدرة على العمل تحت الضغط.
• روح الفريق ومهارات تواصل جيدة.
• لياقة بدنية جيدة والقدرة على العمل صباحاً باكراً أو ضمن أوقات مناوبة مرنة.
• فهم أساسي لممارسات السلامة والنظافة.

4. ظروف العمل:

• مقر العمل في عكار، مع تنقلات متكررة ضمن مناطق تنفيذ المشروع التابعة للاتحاد.
• قد يتطلب العملساعات طويلة وخلال أيام العطل بناءً على حاجات المشروع.
• وظيفة ميدانية تتطلب تنقلات متكررة ضمن نطاق عمل الاتحاد.
• استخدام معدات الحماية (قفازات، أحذية، سترة أمان) إلزامي خلال العمليات.
• قد تختلف أوقات المناوبات حسب الحاجة التشغيلية أو في حالات الطوارئ.

5. الكفاءات السلوكية:

• القدرة على الحفاظ على الهدوء في ظروف الضغط أو أثناء القيادة في ظروف صعبة.
